Field Activity (EFA) West, Naval Facilities Engineering Command, is
planning on issuing a solicitation for Environmental Remedial Action
Operations (RAO)/Long Term Maintenance (LTM) services and is seeking
expressions of interest from small businesses to determine if an
adequate number of small businesses exist which are capable of
performing the services and are likely to submit a proposal. The
solicitation will be issued under Standard Industrial Classification
(SIC) Code 8744. Work will be located at Navy and Marine Corps bases
located in the EFA West area of responsibility (i.e., Northern and
Central California, Nevada and Utah). EFA West anticipates awarding
multiple contracts from this solicitation and competing task orders in
accordance with Federal Acquisition Regulation (FAR) 16.504 (c). Award
will be made using FAR Part 15 competitive negotiation procedures to
the firms offering EFA West the best value, price and other factors
considered. Fixed price indefinite quantity contractswith terms of a
base year and four one-year options will be awarded. The estimated EFA
West RAO/LTM program value over the next five fiscal years is between
$60 and $100 million dollars. Each contract awarded under this
solicitation will have a maximum dollar limitation of $80 million over
the potential five-year contract period. The number and amount of task
orders awarded under each contract will depend upon the results of the
task order competition conducted between the firms which have received
contract awards under this solicitation. Typical work for this contract
will be to operate and maintain sites that have ongoing remedial
actions. Types of actions may include, but are not limited to: capped
landfills, hazardous waste treatment, storage and disposal facilities,
groundwater treatment systems, phytoremediation, vegetative geogrids
and other types of shoreline protection, soil vapor extraction,
bioventing, steam sparging, capped aquatic environments, infiltration
barriers, leach basins, stormwater systems, and free product recovery.
It will also include work to determine the effectiveness of remedial
actions by measuring levels of chemicals and their impact on biota,
comparing remedial action objectives and measuring trends of
contaminates in the environment. This contract will include, but not be
limited to the following services: inspection, assessment, monitoring,
sampling, perform field and laboratory analysis, surveying, and
modeling of various contaminants and geochemical indicators in
different media. Media can include, but are not limited to: air,
groundwater, surface water, the marine environment, sediments and soil,
soil vapor gas, aquatic, benthic or terrestrial organisms, bioassays,
various tanks and wastes, and comparing these results to the remedial
action objectives that are outlined in either the Remedial
Investigation/Feasibility Study (RI/FS) or Record of Decision (ROD) or
other applicable standards. Firms classified as small businesses under
SIC Code 8744 that are interested in submitting a proposal and feel
they are qualified to perform the required services, must submit the
information requested on the "EFA West RAO/LTM Solicitation Small
Business Qualification Matrix". A copy of the required matrix can be
obtained free of charge by accessing the "Advertised Solicitation"
section of the Southwestern Division, Naval Facilities Engineering
Command (SOUTHWESTDIV) Internet web site at
http://www.efdswest.navfac.navy.mil/pages/ebs.htm. Firms do not need to
register for the Plan Holders List as this is not a solicitation. The
matrix will be available for download on or about 15 April 1999.
Completed matrices must be received at EFA West, attention Jack Guro,
Code 09J, Building 201 by 4:00 p.m. Pacific Standard time on 11 May 99.
