mumfordm@navair.navy.mil. The Naval Air Systems Command intends to
negotiate a firm fixed price contract with Litton Systems, Inc,
Guidance and Control Division, Northridge, California, to procure
CV-3994/ALQ-99J Computer-Storer Signal Data units, also known as
Computer Interface Unit/Encoders (CIU/E). If awarded, the contract will
contain a basic buy of approximately 15 CIU/E systems and associated
data, and priced options for up to 19 additional CIU/Es and associated
data. The CIU/E is a Weapon Replaceable Assembly (WRA) that operates
in a real time environment within the AN/ALQ-99 Electronic
Countermeasures System as part of the Block 89 EA-6B Prowler Aircraft
configuration. The CIU/E receives pulse video signals from the
AN/ALQ-99 receiver subsystem and sends time-tagged per-pulse parametric
and angle-of-arrival information to the AN/AYK-14 Central Mission
Computer through a MIL-STD-1553 data bus. The CIU/E also performs
AN/ALQ-99 receiver scanning and tuning control, and coordinates jammer
blanking to allow collection of radio frequency and pulse data in a
jamming environment. Litton Systems Inc., is the designer, developer,
and sole manufacturer of the CIU/E and is the only known source that
can meet program schedule requirements. Security clearance to the
Secret level is required for performance under this procurement. See
