is a combined synopsis/solicitation for commercial items, prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as requests for quote (RFQ). Submit written quotes (no oral ones), on
requisition F41636-99-T0441, to Fax number 210-671-5064. This
procurement is restricted to small business. Project is the purchase of
one (1) each Air Conditioner Chiller, Series R 300 ton package, Mfg:
Trane, Model RTAA300 or equal. To include controls and unit-mounted
variable-frequency drive chilled water pump, 125-foot multi-stranded
power cables, and hoses all installed on a Government Furnished
Equipment (GFE) trailer as required to meet this specification. In
accordance with the following Statement of Work: Furnish one packaged
air-cooled chiller complete with controls and unit-mounted
variable-frequency drive chilled water pump, 125 foot multi-stranded
power cables, and hoses all installed on a Government Furnished
Equipment (GFE) trailer as required to meet this specification.
Equipment shall be installed to allow transporting on public roadways
with one-time permits. Equipment shall be delivered FOB Lackland AFB,
TX, factory-assembled and factory-tested complete within 120 calendar
days following contract award. Equipment ratings and performance shall
be ARI-certified. Arrangements for and cost of shipping GFE trailer
to/from factory shall be the successful contractor_s responsibility.
Address for pickup and delivery is the Civil Engineering storage yard
behind Bldg 5595, 1555 Gott Street. The chiller shall be a Trane or
equal air-cooled Series R 300 ton or larger nominal Mo No RTAA300
equipped for 460 Volt/60 Hz/3 Phase 600A maximum service with
across-the-line starter, single point main power connection, non-fused
disconnect switch, control power transformer, 150 psi NEMA flow
switch, two 115V 60HZ single phase power connections for control power
and heat tape, minimum of three compressors, direct drive condenser
fans, a stand-alone microprocessor controller with digital display,
monitoring and diagnostic capabilities, accessories specified, and
fully charged with HCFC-22 refrigerant and oil. The chiller shall have
the ability to have maximum amps drawn limited over the operating
range. There shall be a separate control power circuit so the crankcase
heater can be on with the control panel off. The chiller shall have
variable capacity modulation over the entire operating range, a unit
performance rating not less than 9.2 EER at full load, and be capable
of starting and operating down to 0o F ambient. Suction and discharge
pressure gauges with pressure range and rating compatible with chiller
shall be provided installed in appropriate places. A valved wye
connection shall be provided to bypass the unit chilled water pump to
allow use of facility system pump when necessary. Water inlet andoutlet
connections shall be made accessible to mechanics at rear trailer side.
Inlet and outlet shall have hose bibb taps for make-up and utility
water connections. Chiller shall be assembled on heavy gauge steel base
and shall be weatherproofed. It shall be constructed of 12-gauge
minimum galvanized steel frame with galvanized steel panels and hinged
access doors, which allow access to major components and controls. The
unit, panels and base shall be treated and finished with enamel rated
for exterior metal applications. Unit dimensions shall be such as to be
completely installed on GFE. Unit shall have louvered galvanized and
painted steel panels covering all otherwise open areas to provide
protection from exterior damage to coil surface and other unit
components. Unit shall be set on GFE trailer such as to allow
ventilation of trailer bed for natural air-drying. The evaporator shall
be tube-in-shell one water pass design with seamless internally finned
copper tubes, roller-expanded into tube sheets, and internal baffles.
It shall have minimum ASME-rated working pressure of 300 psig
refrigerant-side and 200-psig waterside. Each shell shall include drain
and vent connections, fittings for temperature control sensors, and
insulation rated to K = 0.26. The evaporator shall be protected to -20o
F ambient with thermostatically controlled heat tape. Air-cooled
condenser coils shall have aluminum fins mechanically bonded to
seamless copper tubing and integral subcooling circuits. Condensers
shall be factory proof and leak tested at 500-psig minimum.
Direct-drive vertical discharge condenser fans shall be statically and
dynamically balanced. Condenser fan motors shall have permanently
lubricated ball bearings and three-phase thermal overload protection.
The chiller shall have a minimum dual refrigerant circuit with three.
Compressors and shall be semi-hermetic rotary screw type with hardened
steel rotors, minimum major moving parts, direct-drive suction gas
cooled hermetic motor, differential refrigerant pressure oil pump and
oil heater, compressor discharge and lube oil system check valves, and
lube system solenoid valve. Each circuit shall include electronic
expansion valves, compressor suction and discharge service valves,
filter drier and liquid line sightglass with moisture indicator, liquid
line shutoff valve, and charging valve. The standard leaving chilled
water temperature range shall be 40o F to 50o F. Flanged chilled water
supply and return hose assemblies shall be provided in size 6 inch ID
by 100 feet long each with 125 lb rated flanges. The hose shall be
Goodyear Spiraflex 2700 or equal flame-resistant hose rated for 150 psi
working pressure. Power cables for 460V service shall be welder_s cable
type with extra flexible wire size 600MCM AWG, or larger as required,
copper only, shall be 125 ft long. There will be one cable per phase
and one 50-ft long grounding cable. Cable end connectors shall not be
furnished. Cable for 115V power shall be 50 ft long with a standard
three-prong connector on one end and rated for exterior use.
Microcomputer controls shall provide all control functions including
startup and shutdown, scheduling, leaving chilled water temperature
control, modulation control, condenser fan sequencing, lead/lag
compressor starting and load limiting, and anti-recycle functions.
Failure protection shall include loss of chilled water flow, evaporator
freezing, compressor start/run overcurrent, phase
loss/imbalance/reversal, loss of charge, high motor winding
temperature, high refrigerant discharge temperature, loss of oil flow
and high/low refrigerant pressure. All unit controls shall be in
weathertight enclosures. The microcomputer controller shall include a
display and input device required for modifying and monitoring all
controllable parameters. The device shall be menu-driven and indicate
operating data points. Diagnostic checks made upon detection of
problems shall be displayed. System controls shall be made as
accessible as possible to operating personnel. Supplier shall provide
factory startup,full systems operating checkout, and owner/user
operations and maintenance training. Control drawings in laminated form
and equipment manuals for system operating, troubleshooting and parts
breakdown shall be provided. The installed system including variable
frequency chilled water pump, hoses and power cables but exclusive of
GFE shall have a one-year standard factory warranty and the compressors
shall have a standard five-year manufacturers replacement warranty. The
GFE trailer is a Gooseneck Semi-Trailer Low-bed 8-ft wide X 40-ft long
dual-axle rated for 20 ton distributed load. This solicitation
document incorporates provisions and clauses that are in effect through
Federal Acquisition Circular 97-11. Standard Industrial Code (SIC) is
3585. Size standard to meet small business requirement is 750. For
delivery FOB Destination to Lackland AFB TX 78236, within 120 calendar
days of award. Note that the provisions at FAR 52.212-1, Instructions
to Offerors _ Commercial Terms, applies to this acquisition. And the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders _ Commercial Items, applies to
this solicitation. Specifically the following clauses cited are

solicitation. Specifically the following clauses cited are also

made. Award will be based on evaluation of technically acceptable, low

for 60 days. Award is anticipated in May 1999. Quote must identify
