54 -- SCAFFOLDING SYSTEM SOL N00102-99-Q-1348 DUE 050399 POC Sherri Martin @ fax 207-438-1251 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. Urgency requirements will be utilized in the solicitation process. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation N00102-99-R-1348. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11, Part 12. FAR clauses 52.212-1, 52.212-3, 52.212-4, 52.212-5 apply. DFARS clauses 252.212-7001 and 252.204-7004 apply. This procurement is a total small business set-aside. The associated standard industrial classification code is 3446. The small business size standard is 500. Quotes must be received NO LATER THAN 3:30 PM on 03 May 1999 at Portsmouth Naval Shipyard, Contracting Division, Bldg. 153, 6th Floor, Code 530.03, Portsmouth, NH 03801-2590. This requirement is for a SCAFFOLDING SYSTEM (1 assembly) in accordance with the following specs: THE PURCHASE DESCRIPTION SET FORTH BELOW REFLECTS THOSE CHARACTERISTICS WHICH ARE ESSENTIAL TO THE MINIMUM NEEDS OF THE GOVERNMENT. INTERESTED PARTIES MUST REQUEST THE ATTACHMENTS LISTED IN SECTION J OF THIS SPEC BY FAXING 207-438-1251. C SPECIFICATIONS C.1 SCOPE -This document covers system type scaffolding, per section J of this spec, which can be configured to any angle 360 degrees to meet the ever changing configurations required. C.2 REQUIREMENTS C.2.1 DESIGN -The equipment shall be one of the manufacturer's current production models, new and unused, capable of performing its intended function in accordance with the operation and performance requirements specified herein. C.2.1.1 DESIGN REQUIREMENTS -- The system shall be complete and consist of, but is not limited to, the following principal components, attachments and accessories to meet the requirements specified herein. C.2.1.2 SAFETY AND HEALTH REQUIREMENTS -- C.3 ENVIRONMENTAL PROTECTION -- The equipment shall be designed and constructed that, under the operating, service, transportation and storage conditions described herein, the equipment shall not emit materials hazardous to the ecological system as prescribed by federal, state of local statues in effect at point of installation. C.4 NEW DEVELOPMENTS -- If, during the contract period, any new developments are generated that would improve the efficiency, accuracy or productivity of the equipment and its ancillary components or would decrease its operation costs, the contractor shall immediately notify the Contracting Officer, in order that the new developments may, at the Government's option, be included in the equipment being manufactured hereunder. All reports of such developments shall be addressed to the Contracting Officer. C.5 INTERCHANGEABILITY -- All replaceable parts shall be manufactured to definite standards, tolerances and clearances in order that any such parts of a particular type or model can be replaced or adjusted without modification of the equipment. C.6 MAINTAINABILITY -- The equipment shall be designed and constructed to permit maintenance personnel to easily and effectively service the equipment using a minimal number of tools. Consistent with required maintenance, and design of the equipment, the contractor shall provide any special tools required to service the unit. Additionally, the equipment shall be equipped with access covers to facilitate inspection, cleaning and repair or replacement of parts. C.7 CONSTRUCTION -- The equipment shall be constructed of parts which are new, without defects and free of repair. The equipment shall be complete so that when connected to the specified utilities it can be used for any operation for which it is being purchased. The equipment shall be devoid of any defects or characteristics that will preclude conformance with any of the requirements under paragraph 3, and inspections and tests under paragraph 4. C.8 CASTINGS AND FORGINGS -- All castings and forgings shall be free from defects, scale and mismatching. Processes such as welding, peening, plugging, or filling with cold solders or metallic pastes shall not be used on castings or forgings for reclaiming any parts of the equipment. C.9 WELDING, BRAZING OR SOLDERING -- Welding, brazing or soldering shall be employed only where those operations are included in fabrication of the original design. These operations shall not be employed as repair measures for defective parts. C.10 SURFACES -- All surfaces of castings, forgings, molded parts, stampings and welded parts shall be cleaned and free from sand, dirt, fins, sprues, flux or other harmful or extraneous materials. External surfaces shall be smooth, and all edges shall be either rounded or beveled unless sharpness is required to perform a function. C.11 PAINTING -- The equipment shall be properly painted; painting may be the manufacturer's standard practice provided it results in a highly wear-resistant finish which guarantees continued protection to the surfaces covered against the specified environment under all service conditions. Prior to painting, surfaces shall be properly prepared and primed. Manufacturer's standard color shall be provided. C.12 THREADS -- All threaded parts shall conform to Federal Standard H28. C.13 ALUMINUM PARTS -- All aluminum parts for use outdoors shall be anodized in accordance with MIL-A-8625 or chemically treated in accordance with MIL-C-5541, followed by two coats of weather-resistant exterior paint. C.14 DISSIMILAR METALS -- Dissimilar metals shall not be used in direct contact with each other without suitable means for preventing electrolytic corrosion. C.15 WORKMANSHIP -- Workmanship of the equipment to be furnished shall be commensurate with the requirements of this specification and of such quality, which denotes the performance of skilled and experienced personnel trained in the field of work performed. WARRANTY: SUPPLIES FURNISHED SHALL BE COVERED BY WARRANTY FROM DEFECTS IN DESIGN, MATERIALS AND WORKMANSHIP FOR A PERIOD OF ONE YEAR AFTER DELIVERY OR ACCEPTANCE, WHICHEVER IS THE LATTER. D. 1 PROHIBITED PACKING MATERIALS The use of asbestos or excelsior is prohibited. In addition, the use of yellow wrapping or packaging material is prohibited except where used for the containment of radioactive material. Loose fill polystyrene is prohibited for shipboard use. E.1 ACCEPTANCE AT DESTINATION -- Final acceptance of the supplies furnished will be at destination within 45 days after receipt. Acceptance shall be based upon satisfactory completion of the examination and tests at destinations; during testing, cognizant personnel of the receiving activity shall be alert for possible signs of improper performance, malfunction and potential unreliability. E.2 OPERATIONAL TEST -- The system scaffolding shall be assembled in a manner and for a time frame suitable to properly demonstrate and verify the successful operation of the equipment and all of its component parts, relative to the design, construction and performance criteria established under Paragraph J, herein. E.3 EXAMINATION AT DESTINATION -- Examination at destination shall consist of inspection for damage in shipment, verification of quantities and any visual inspection deemed necessary by the receiving activity to verify supplies received conform to the requirements of the specification. F.1 DELIVERY -- Delivery shall be to Portsmouth Naval Shipyard, Receiving Officer, Portsmouth, NH 03801-2590, FOB Destination. J.3 The following documents of the issue in effect on date of request for quotation form a part of this specification to the extent specified herein: Specifications: (1) all pipes, planking and brackets to be hot dippedgalvanized. (2) ability to deck solid from upright to upright without wedge interference. (3) 48" stairway kits with handrails. (4) 12" lockable casters with non-slip surface. (5) connection point of pipe to upright must be able to be made at any point within 360 degrees. (6) upright cup spacing to be 19" to 20" to allow for easy connection to existing units. (7) uprights and horizontal diameter of pipe to be 1.90" diameter to allow for use with existing pipe staging clamps at maximum strength and efficiency. (8) shoring heads that will fit inside of an upright must be able to have an 8" minimum width. (9) wall thickness of pipe to be .110" and .120". (10) horizontal ledgers must be able to be purchased in increments of 12" from 1' to 10'. (11) minimum of four upright lengths to choose from . These must fall within the 1' to 10' range. This allows for flexibility when staging in confined areas. INSTRUCTIONS TO OFFERORS L.1 REQUIREMENTS FOR TECHNICAL PROPOSALS -- Offerors shall submit, in duplicate, technical proposals written in the English language. The proposal shall enable government personnel to make a thorough evaluation and determination as to whether or not the proposed equipment fully meets the requirements of the statement of work. To this end, each proposal shall be so specific, detailed and complete as to demonstrate that the offeror has a thorough knowledge and understanding of the requirements. Statements that paraphrase the specifications or attest that "standard procedures will be employed", etc. are inadequate. Each proposal must be sufficiently adequate to demonstrate full compliance with the technical requirements of the statement of work. Failure to comply with these instructions may result in rejection on an offer. L.2 REQUIREMENTS FOR TECHNICAL EVALUATION DATA -- In order to substantiate that the services offered are adequate to meet the requirements specified herein offerors shall submit, as a minimum, the following: a. Data that demonstrates compliance with the performance, safety and construction standards of the specifications. b. Structural, mechanical, and electrical design, and performance specifications for all major assemblies and subassemblies of the equipment. c. Scope and schedule of work to accomplish removal and installation, of equipment d. Description of operation, including maintenance and trouble-shooting techniques. e. List of customers to whom representative equipment and services has been previously sold and points of contact having an intimate knowledge of the equipment. The above information shall be provided by means of descriptive material including illustrations, catalog cuts, schematic or engineering drawings, conceptual explanation or other descriptive literature that relates specifically to the equipment being offered.
