Flight Termination System (FTS) Command Receiver PN: 406-550REC-20CCD-DSP. This procurement is being conducted under Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the receiver from WV Communications Inc., 780/Unit F, Lakefield Road, Westlake Village, CA 91361, on a sole source basis under the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The FTS command receiver will be used at DFRC, Edwards, CA, in support of research flight operations. For reasons of availability, maintainability, and interchangeability of equipment, it is likely that award to other than WV Communications would result in substantial duplication of costs that are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12 procedures. Interested firms have 7 (seven) calendar days from the publication of this notice to submit in writing, to the identified point of contact, their qualifications and capabilities to furnish the item. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 7 (seven) days or without the required information will be considered non-responsive to this notice and will not be considered. A determination by the Government to not compete the intended action, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
