NASA/MSFC plans to issue a Request for Quotation (RFQ) for a Confocal
Max-Flux Optical System. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to make a
trade on the items from Molecular Structure Corporation (MSC), 3200
Research Forrest Drive, The Woodlands, TX 77381-4238, IAW FAR
13.106-1(b). NASA intends to trade an existing NASA-owned Yale Mirrors
Optical System (H29985D) which was purchased earlier from MSC, for an
upgraded Max-Flux Optical System from MSC. The required supplies are
only available from one responsible source, no other System will
satisfy the agency requirements. The upgraded MSC Confocal Max-Flux
Optical System (Right Port Configuration) consist of a base plate with
mounting hardware, optics and housing, optical translator with two
rotational axis and two translational axis with maual adjustments,
shutter/optic coupling tube assembly, colliumators -- .3 MM .5 MM,
Collimator mount assembly, beamstop (1.65MM), coupling tubes,
collimators, and optic housing are to be helium purged, helium
regulator, flow gauge, helium hoses. The Government intends to acquire
a commercial item using FAR Part 12. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. The required delivery date for this
requirement is May 15, 1999. All items must be delivered to NASA/MSFC,
Bldg 4471, Huntsville, AL 35812. The SIC and size standard for this
requirement are 3827 and 500 respectively. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
