66 -- BRUKER AVANCE CONSOLE -- NMR UPGRADE SOL 5114-9-3113 DUE 042999 POC Lori J. Houghton, Contracting Officer, 309-681-6616 The U.S. Department of Agriculture, Agricultural Research Service, Midwest Area has a requirement to purchase a High Performance Digital NMR Spectrometer Console; an AVANCE 400 Console in exchange for an MSL 300 console (less probes and high power rack) and an ARX 400 console (less probes and BVT-2000, VT dewar/transfer lines). The above is an upgrade to the existing Bruker NMR spectrometers at the National Center for Agricultural Research in Peoria, IL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-9-3113 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The solicitation is a sole source procurement to Bruker Instruments, Inc. Standard Industrial Classification Code 3826 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following: CLIN 0001 Digital NMR Spectrometer Console, 1 each. The salient characteristics that the AVANCE 400 Console possesses are as follows: Magnet Control System: Bruker Orthogonal Shim System (BOSS), with 20 shim gradients, low current and low heat dissipation design for use with 400 Mhz standard bore magnet. Room temperature shim system with 17 shim gradients for use with 300 Mhz wide bore magnet, Bruker Sample Transport (BST) upper shim stack enables high flow rates for vt gas and includes integral sensors for Bruker Smart Magnet System in exchange for existing shim stack on both 400 Mhz standard bore and 300 Mhz wide bore magnets. Bruker Smart Magnet System (BSMS)and Digital Lock control unit including, digital lock frequency generation, digital quadrature lock receiver, fast-field adjustments with sample-and-hold, flexible computer-controlled lock regulation system, Shim Control Boards (SCBs) with ultra-stable high precision, low noise shim current sources, lock transmitter board for the 300 Mhz wide bore magnet and lock receiver board for the 300 Mhz wide bore magnet. BSMS keyboard control unit with twenty meter cables, for full manual and computer control of lock, sample spinning and room temperature shims. Provides extensive flexibility for customization of shim ranges, magnetic field offset, sample lift rate and many other parameters. Spectrometer Cabinet: Double-width 19" rack mounted cabinet with rf shielding and full front access to all sub-assemblies and cabling. RF Section: Multilink preamplifier for use with 400 Mhz high resolution and CPMAS probes, including: H1 preamplifier [BH0240], D2 preamplifier for lock and D2 observe [BH0243], BB preamplifier [BH0249], Control unit and Built-in tune/match display. Multilink preamplifier for use with 300 Mhz wide bore high resolution and CPMAS probes including: H1 preamplifier, D2 preamplifier for lock and D2 observe, BB amplifier, Control unit and Built-in tune/match display. ATR Quadrature detection receiving system with high dynamic range 22 Mhz intermediate frequency and inverse capability. Router for automated high speed configuration of RF signals. Frequency synthesizers. Digital Acquisition Control System: Communication Control Unit (CCU) with 100 Mhz RISC microprocessor, 16 Mbyte buffer memory, dedicated Ethernet link (10 Mbit/sec) and RS-232 connection for communications between the spectrometer and the host computer. Timing Control Unit (TCU), ultra-fast VME pulse programmer, provides exact timing and full flexibility in data acquisition with 12.5 nanosec resolution. Based on Intel I960 RISC co-processor, the TCU allows control of up to 8 FCUs using a master clock frequency of 80 Mhz. Frequency Control Unit (FCU) for the F1 channel, interfaced to the VME Bus, for generation of phase, amplitude, and frequency using Direct Digital Synthesis (DDS). Provides 0.05 degree phase settability and 0.001 Hz frequency resolution. Includes 64 Kword (256 Kbyte) wave form memory (256 kW optional) for programming of experimental sequences (including pulse shaping and composite pulse decoupling) that are executable synchronously and asynchronously. Includes Amplitude Shaping Unit (ASU), for gating and rf amplitude shaping control of the rf output [BH2070]. Frequency Control Unit (FCU) for the F2 channel, interfaced to the VME Bus, for the generation of phase, amplitude, and frequency using Direct Digital Synthesis (DDS). Provides >16 bit effective dynamic range for typical proton measurement conditions. Includes Intel I960 co-processor and buffer memory for flexible real-time data management and high throughput acquisition. 16 bit digitizer allowing simultaneous acquisition with up to 2 Mhz sampling rate. Industry Standard Windows/NT Host Workstation. Bruker NMR Suite software package for acquisition and processing of 1D, 2D and 3D NMR data, including XWINNMR, XWINPLOT, ICON-NMR, NMR-Check, and NMR-SIM. Includes media, on-line hypertext manual and single node-locked license. Also includes printed manuals for XWINNMR general operation, XWINNMR pulse programming, XWINPLOT and ICON-NMR. Probes and other features: 400 Mhz standard bore inverse broadband (BBO) probe for use in 400 Mhz magnet (5 mm sample diameter), H1 observe with broadband decoupling coil tunable from Ag109 to P31 [PH0010]. GRASP II version, including actively shielded Z-gradient coil for use with GRASP II, VT range -150 to +180 C. Bruker engineer will install the customer's existing low temperature accessory (dewar and transfer line) to ensure compatibility with the AVANCE console. The Bruker engineer will install the customers existing Bruker manufactured 5mm C13/H1 dual and 5mm H1/C13 inverse probe and demonstrate lineshape, H1/C13 90's and decoupling powers to a best effort on the 400 Mhz magnet only. Level I Solids Accessory for the AVANCE series, suitable for CP/MAS or PE with addition of probe. Includes Amplifier upgrade [BH2090], in lieu of standard BLAXH 100/50, including BLARH 100 and BLAX-300 as described in the following items. These amplifiers are appropriate for both high resolution and CPMAS applications. BLARH 100, H1/F19 linear Array Amplifier for H1/F19 observe and homo/heteronuclear H1/F19 decoupling; 100 Watt linear pulse power, 10 Watt linear CW, 0.8 Watt ultra linear stage, all operations under computer control with total dynamic excitation range >120dB. BLAX 300 RS linear broadband amplifier for X-nucleus pulse and decouple with ultra-fast blanking and rise/fall times; 300 Watt pulse power, 30 Watt linear CW, all operations under computer control. Microprocessor based MAS control unit with spinning rate counter, precision regulating valves, pressure stabilization and sample eject. May be controlled from the front panel or directly by the system computer. NMR-Suite solids analysis software upgrade. Support and Installation: two tuitions to Bruker training courses. Set of system documentation and manuals provided in BASH CD ROM format. Complete console installation provided by qualified personnel. Standard samples will be provided on a temporary basis for meeting specifications. Accessories: GRASP II Gradient Spectroscopy accessory for the AVANCE series. Includes single channel GAB ultra-stable power supply, integrated into the BSMS, with single channel gradient amplifier (10 Amp) for generation of gradients with up to 50 Gauss/cm. Includes GCU but requires Bruker GRASP II probe with built-in gradient coil. Deuterium Lock Switch for RF deuterium decoupling with lock switching. Also used for H2 Z gradient shimming [BII003].
