for Quotation (RFQ) for (1) 4 degree field of view lens for
Inframetrics Thermacam series; (2) 32 degree field of view lens for
Inframetrics Thermacam series; (3) 2 degree field of view lens for
Inframetrics Thermacam series;(4) Calibration software for Inframetrics
760 series radiometers; (5) Remote Control Panel for Inframetrics 760
series Radiometers; and (6)Remote control focus mechanism for
inframetrics 760 series radiometers. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC
intends to purchase the items from Inframetrics, Incorporated, 16
Esquire Road, North Billerica, MA 01862. This procurement is being
conducted pursuant to FAR 13.106. Competition is impractical for the
following reasons: This procurement is for the upgrade of an existing
Inframetrics infrared system currently in use at the Hot Gas Facility.
Substituting another manufacturer's system would require significant
modification to the data acquisition software currently in use or the
purchase and replacement of new software. Changes to the system would
also entail additional training time and costs that would impact
testing schedules. Inframetrics, Inc is the sole manufacturer of this
hardware and software. Compatible lenses, calibration software, and
remote control panels, that may be used with the Inframetrics Thermacam
series of equipment, are not available from any other source. The
Government intends to acquire a commercial item using FAR Part 12.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
