estimated 11 Air Traffic Control (ATC) Tower Simulators. The simulators
will be installed at 11 different AETC bases. The simulators will be
used to teach control tower operations. Small business, small
disadvantaged business, women-owned business and HBCUs/MIs are
encouraged to respond. Purchase will be accomplished using commercial
procedures. Contract will be a Firm Fixed Price Requirements contract.
Evaluation will be best value based upon an oral presentation and a
simulator demonstration (Contractor_s facility or other agreed upon
location within the continental U.S.). Desire all questions and

Specifically: What is your delivery time after receipt of order for 1
system and for 11 systems? What is the estimated cost per system? Each
system will be required to display the flight line at the base it is
installed. Would there be a difference in cost if the contractor
gathered required flight line data vs. the Government providing the
data? If there is a difference how much would it be? Also, what
information would be required, if Government provided the flight line

Air Traffic Control Tower Simulator 1. General Description of
Operational Capability: A computer based, single position (local
controller), tower simulator employing virtual reality head-mounted
technology. Simulation system will provide commonality and adherence
with established DoD policy for simulation systems. The software must
be user friendly, upgradeable to provide flexibility in mission
requirements and operate on a standard system hardware configuration.
The computer tower simulation system will be designed so that system
expansion or future enhancements can be easily incorporated without
reengineering the hardware. 2. Capabilities Required: a. Capable of a
360-degree visual representation of 11 specified base air fields and
their associated environments as viewed from a control tower. b. Depict
a comprehensive database of selected vehicles and US military and
civilian aircraft. c. Depict aircraft and vehicle identification at
defined distances and positions. d. Simulate military and civilian
aircraft maneuvers, profiles and speeds. e. All digitized two-way voice
and data communications between student and system. f. Process and
display radar, airport, and weather information. g. The system must
accurately portray day and night, and the associated environmental
lighting and visibility limitations associated with each. h. Provide
flight strip emulation through the headset, to include arriving and
departing aircraft, and controlled by the instructor. i. Emulate the
Request and Acknowledge (RNA) light system. j. Provide a minimum
capability of 30 moving elements (aircraft and vehicular), not
including weather phenomenon, to maneuver along any point with the
field of view. k. Provide synchronized audio and video recording and
playback ability. l. Provide the user with a scenario generation and
site generation graphics modification tool. The scenario and site
graphics tool will be user friendly to permit limited local adaptation
by personnel with little or no computer knowledge. m. Include speaker
independent voice (terminology) recognition technology without the
need for each student to input a voice profile before using the system.
n. Capable of programmable or manual flight paths. o. Include the
capability to interject and remove aircraft during active scenarios. p.
Pseudo pilot capable. q. Provide an imbedded computer based student
evaluation tool to evaluate compliance with separation standards and
other criteria yet to be determined r. System should be compact enough
to fit in a 6' by 8' space with average ceiling height of 8-10 feet.
3. System Availability: The system must be available for training at
least 16 hours a day, 7 days a week. On call maintenance with
repair/replacement within 48 hours. 4. Critical System Characteristics:
The system will operate from existing, standard commercial power
sources of 110 volts, 20 amps; and no specialized heating and cooling
requirements. 5. Integrated Logistics Support: Logistical Support
Analysis (LSA) will be an integral part of the system engineering to
effect development of logistics support and identify needed support
resources. a. Maintenance Agreement: The contractor is responsible for
hardware and software maintenance and parts to include upgrades for 5
years after delivery. b. Maintenance Planning: A capability to correct
failures of hardware, firmware,and software will be required and in
operation prior to initial testing phase. An integrated USAF capability
for hardware maintenance will be required. c. Human Systems Integration
(HSI): Training, training support, and training support materials shall
be developed and made available for use prior to operational test and
evaluation (OT&E). On-site training will be provided at each base as
systems are fielded. d. Contractor shall make notification to HQ
AETC/DO of system upgrades, as they become available for the length of
the contract e. Recompetition Support Package will consist of: 1.
Contractor shall supply all hardware, software, and configuration
manuals to include schematics prior to acceptance. 2. Contractor shall
supply a recommended list of spares; a monthly maintenance report and
a monthly utilization report (System availability and parts used). f.
