Squadron intends to award a sole source contract to Commercial Video
Systems Inc, 8910 Research Blvd Suite C4, Austin TX 78758-5943 upgrades
to its currently installed video equipment. This is a combined
synopsis/solicitation in accordance with the format in Subpart 12.6 and
13.105(b) of the Federal Acquisition Regulation (FAR), as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation, quotes are being requested and a
written solicitation will not be issued. The solicitation number is
F41691-99-Q0259. The solicitation document and incorporated clauses and
provisions are those in effect through Federal Acquisition Circular
97-11. The Government intends to solicit and negotiate on an other than
full and open competitive basis pursuant to 10 U.S.C. 2304(c), FAR
6.302-1 and AFFARS 5313.106-1 from the Contractor who currently holds
a contract for maintenance and support of the existing video equipment.
Equipment and software required to upgrade the current Sony equipment
and Sony and Macromedia software is a Digital Video Works multimedia
package Windows NT based non-linear editing, graphics, animation
turnkey system consisting of: One (1) each Intergraph TDZ-2000GT1 NT
workstation; with Three (3) each 100mhz busses w/reliance chip set
512MB SDRAM; One (1) each Iomega Zip drive; One (1) each 2CH SCSI
Controller Standard; Two (2) each 450+Mhz Pentium II processors; One
(1) each 9GB System Hard drives; Three (3) year on-site warranty on
TDZ-2000; One (1) each Matrox Digi-Desktop dual monitor graphics card;
Two (2) Viewsonic G810 20" Graphics Monitors; One (1) each Intergraph
9GB Hard Drive for Audio; Four (4) each Intergraph/IBM 7200RPM Hard
drives in External 4 Bay Case (72GB of Video Editing Drives); One (1)
each Iomega 2GB Jazz Removable hard drive; One (1) each Mackie 1402VLZ
14 Channel Audio Mixer; Two (2) each Sony SMS-1PB Self Powered Audio

integration and configuration of new hardware and software with all
existing multimedia equipment within manufacturers specifications.
Installation will include assembly, cabling, integration, interfacing,
documentation, both pre-built and as-built (as built is due no later
than 30 days after completion. On site warranty support. All software
will be the most current version. FAR provisions 52.212-1, Instruction
to Offerors-Commercial Items applies to this acquisition. Offeror must
include a completed copy of FAR provision 52.212-3, Offeror
Representations and Certifications-Commercial Items with their offer.
FAR 52.212-3 is downloadable from the web at
http://farsite.hill.af.mil. Offeror will be evaluated in accordance
with FAR Provision 52.212-2, Evaluation of Commercial Items, for
technical capability and price. The following clauses will apply to
this solicitation FAR 52.212-4, Contract Terms & Conditions-Commercial
Items, 52.212-5, Contract Terms and Conditions Required to Implement
Statues or Executive Orders-Commercial Items and 52.215-5, Facsimile
Proposals. Another responsible source may submit a concise proposal for
consideration regarding their ability to provide the required items and
support to include technical data relating to the products being
offered; proposed solutions as to delivery schedule to ensure all
equipment will be in place at the time installation is scheduled;
assurance of integration with existing equipment; any issues relating
to proprietary software and proposed solution to resolve any
integration issues; documentation that demonstrates offerors proposal
ensures reliable hardware/software interoperability with existing media
system. Proposals shall be received at 12 Contracting Squadron/LGCX,
