This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number USSS990029 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. This action is a 100% small business set-aside. The SIC code is 5045 and the size standard is 500 employees. The U.S. Secret Service has a requirement for the following: Item 0001- Netscape SuiteSpot Professional Edition, Part #113-07914-00, 3500 licenses with two sets of media, and Item 0002 -- Standard support package, part number 113-08384 to include priority escalation to expert-level technical support, 2 authorized customer contacts, unlimited incidents, 24 hour/day, 7 day/week coverage, and other available support. On-site training of 5 days duration at no additional cost shall be proposed; training setting will be in a conference room with approximately 50 attendees. The offeror must have acceptable past performance. The offeror shall provide three (3) business references of customers, preferably other Government agencies which have purchased like items (Note: the offeror may list the USSS as one of these references). The USSS will contact the references to check on the offeror's past performance with regard to timeliness and quality of delivery, and other measures of customer satisfaction. The offeror shall provide agency/company names, addresses, phone numbers, and contact points for each of the references. The combined information shall be evaluated as Pass, Fail or Neutral. In event of a fail evaluatoin, offerors will be given opportunity to rebut negative comments in accordance with the procedures outlined in FAR Part 15. Delivery shall be made within 30 days of receipt of contract or sooner. Delivery shall be FOB Destination to the U.S. Secret Service, 1800 G Street, NW, Suite 1000, Washington, DC 20223. The following FAR provisions are applicable to this RFP- 52.212-1, Instructions to Offerors-Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders-Commercial Items. Offerors must include a signed copy of the Representations and Certifications with their offers. A copy of the applicable clauses are available at the GSA web page at www.arnet. gov/far or www. farsite.hill.af.mil. The contracting officer will not accept telephone calls for paper copies of the FAR provisions. The Government intends to award a firm fixed price contract to the offeror with acceptable past performance whose proposal, conforming to the specification, will be the most price advantageous to the Government. All responsible small business sources may submit a proposal which will be considered by the USSS.
