This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Regan Controls, Inc. pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: The fix dynamics software by Intellution, Inc., was selected after various commercial software packages were evaluated and compared for use in the Environmental Test Facility (ETF) Project. The fix dynamics software by Intellution, Inc. was selected because it is the only Supervisory Control and Data Acquistion (SCADA) software that provides the unique capabilities required by the ETF and is proprietary and no other vendor produces copies of it or other software to enhance or modify it and is sold only through regional distributors that Intellution, Inc. contracts with. Regan Controls, Inc. is the southeastern regional distributor. DESCRIPTION: Equipment Control Software By Intellution, Inc. Item #1 -- Quantity: 3 each -- ICLIENT RUNTIME SOFTWARE BY INTELLUTION, INC. FOR THE FIX DYNAMICS SOFTWARE. THIS PROVIDES THE REMOTE CONTROL CAPABILITY FOR CHAMBER MONITORING AND CONTROL. Item #2 -- Quantity: 1 each -- ICLIENT DEVELOPER SOFTWARE BY INTELLUTION, INC. FOR THE FIX DYNAMICS SOFTWARE. THIS SOFTWARE PROVIDES THE REMOTE CONTROL CAPABILITY FOR CHAMBER MONITORING AND CONTROL AS WELL AS THE ABILITY TO DEVELOP CONTROL PROGRAMS TO BE EXECUTED BY THE ICLIENT RUNTIME SOFTWARE WHICH IS ITEM #1. Item #5 -- Quantity: 1 each -- HMI-UNLIMITED RUNTIME SOFTWARE BY INTELLUTION, INC. FOR FIX DYNAMICS SOFTWARE. THIS SOFTWARE PROVIDES THE ABIITY FOR OPERATING AND CONTROLLING THE PHYSICAL I/O, WITH UNLIMITED COUNT, CONNECTED TO THE CHAMBER. Item #6 -- Quantity: 1 each -- HMI-UNLIMITED DEVELOPER SOFTWARE BY INTELLUTION, INC. FOR FIX DYNAMICS SOFTWARE. THIS SOFTWARE PROVIDES THE ABILITY FOR OPERATING AND CONTROLLING THE PHYSICAL I/O, WITH UNLIMITED COUNT, CONNECTED TO THE CHAMBER AS WELL AS THE ABIITY TO CREATE CONTROL PROGRAMS EXECUTED BY HMI-UMLIMITED RUNTIME SOFTWARE WHICH IS ITEM #5. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 7 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 7 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
