Request for Offer (RFO) for LMS Modal Test Software/Hardware to
include: (1) LMS DIFA front end drivers, (2) LMS general acquisition
monitor, (3) MIMO stepped sine acquisition monitor, (4) User
programming acquisition software, (5) SCADAS III Mainframe, (6) SCADAS
III Slave Frame, (7) 4-Channel DAC Module, (8) Programmable 4-Channel
volt/ICP conditioner, and (9) 4-Channel A/D and DSP module. NASA/MSFC
intends to purchase the items from Leuven Measurement Systems, 5455
Corporate Drive, Suite 303, Troy, MI 48098. Pursuant to FAR 6.302-1,
competition is impractical for the following reasons: (1) The LMS Modal
Test Software/Hardware offers the unique capability of direct
transducer connection that includes individual channel lights to
indicate signal continuity. The system utilizes a SCSI interface to
connect to existing workstations. The advantage of utilizing the SCSI
interface is that this interface is available on LMS workstations
currently in use by MSFC. This system also allows for individual BNC
connections to any channel. These features are not available in any
other manufacturer's product which are compatible with the LMS
Software. (2) The LMS Modal Test Software/Hardware is fully compatible
with existing equipment. The software/hardware will be used with
existing LMS workstations at MSFC. By insuring absolute compatibility,
existing workstations will not need to be replaced. (3) The software
drivers are the proprietary property of LMS. LMS has not licensed the
distribution or resale rights of these items to any other vendor. The
Government intends to acquire a commercial item using FAR Part 12. An
Ombudsman has been appointed. See Internet Note "B". Interested firms
have 15 days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. All qualified responsible sources may submit a
