76 -- ANNUAL SUBSCRIPTION TO THE ISI SOCIAL SCIENCE CITATION INDEX AND BACKFILES FROM 1980 TO 1998 POC Christopher Belt, Contract Specialist, Ph: 301-435-0358, Fax: 301-480-3345 NIH intends to procure on a sole source basis to the Institute for Scientific Information (ISI) of Philadelphia, Pennsylvania for the annual subscription to the ISI, Social Science Citation Index (SSCI) and backfiles for SSCI from 1980-1998. In addition to the above, the contractor shall provide maintenance services in the form of periodic software updates and technical help support. This requirement will be obtained through a modification of NIH contract number N02-RR-8-2059 with ISI for access to the ISI Science Citation Index Expanded (SCI) through the web of science database. It is believed that ISI is the sole source for this requirement under the authority of FAR 6.302-1 because of the proprietary nature of the ISI Web of Science Database. The Institute for Scientific Information (ISI), web of science database is the only legal source for Social Science Citation Index (SSCI), a copyrighted work. The NIH currently has access to the ISI web of science database for Science Citation Index Expanded (SCI) through contract number N02-RR-8-2059. The period of performance will be for the duration of contract number N02-RR-8-2059. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
