USAFE Contracting Squadron, Rhine Ordnance Barracks, Kaiserslautern,
Germany will issue a Request for Quote (RFQ) on or about 23 Apr 99 for
the procurement of playground equipment for 13 USAFE Child Development
and Youth Centers -- 7 in Germany, 2 in Italy, 1 in Turkey, 1 in
Belgium, 1 in the United Kingdom, and 1 in Norway. The requirement
consists of two zones. Zone I includes all playgrounds, except Turkey.
Zone II includes Turkey. Offerors may submit quotes for one or both
the zones. As a part of its quote each vendor shall submit a design
layout which incorporates new equipment provided by the offeror into
new or existing playgrounds. The budget for this acquisition will be
released in the RFQ. The U.S. Government will not specify the equipment
to be provided, nor will it provide a layout of the existing site, with
the possible exception of Turkey. As a result, it will be necessary for
vendors to visit each playground to determine the existing layout,
equipment, landscape and possible obstructions prior to submitting a
quote. Site visits will be held as follows: 3-5 May 99 -- Germany; 4
May 99 -- Germany; 5 May 99 -- Germany and Belgium; 07 May 99 --
Norway; 10 May 99 -- The United Kingdom; 12 May 99 -- Italy; 14 May 99
-- Turkey. No other site visits will be held. Contractors must notify
the US Government if they plan to attend the site visit in Turkey no
later than 16 Apr 99. Notification for attendance of the site visits in
Zone I, shall be submitted no later than 23 Apr 99. The notifications
shall include the following information for each attendee: name, social
security number (if assigned), passport number, date of birth, street
address (home) and nationality. Failure to provide this information may
preclude the contractor from accessing the site. No more than 3
representatives from each company will be allowed to attend the site
visits. The U.S. Government will not reimburse any of expenses,
including those for site visits, associated with preparation of the
vendors quotation. The quotation shall include (1) the design proposed
for each playground and detailed descriptions of the equipment and
landscaping to be provided; (2) the price to purchase equipment and
modify each playground to meet the design. The equipment shall be
delivered FOB destination to all countries, with the exception of
Turkey. Equipment shipped to Turkey will be delivered via U.S.
Government means; (3) evidence supporting the offerors ability to
implement the design, including installation; (4) a minimum of a two
year warranty, inclusive of all maintenance and repair parts; (5)
certification that the completed playgrounds will comply with U.S.
Consumer Product Safety Commission (CPSC) and American Society for
Testing and Materials Standards (ASTM); (6) certification that
installation will comply with Industry Standards Organization (ISO) and
host nation requirements (Note: If a conflict exists between CPSC/ASTM
and ISO standards, the CPSC/ISO standards shall have precedence over
ISO); and (7) shipping data for items to be installed in Turkey.
Following evaluation of the quotes, a purchase order will be issued to
the contractor providing the best value/most advantageous offer, price
and other factors considered. In addition to the information required
for attending the site visits, please submit your name, e-mail address,
physical mailing address, point of contact and reference the
solicitation number. The RFQ may be released via E-mail or the
Internet. As a result, potential offerors should be prepared to receive
the solicitation in this manner. The Internet publication address is
