99 -- PROGRAM EVALUATION OF THE DECISION MAKING AND IMPLEMENTATION PROJECT POC Renee Wallace, Contract Specialist, (410) 786-5128 The Health Care Financing Administration (HCFA) intends to award under Simplified Acquisition Procedures (dollar threshold of $100,000) a sole source award to Devlopmental Products, Inc., 300 West Freemason Street, Norfolk, VA. 23510, to provide an evaluation contractor to assess the impact of a new system for decision making and implementation. The contractor possesses extensive experience designing and conducting program evaluations in a governmental setting, and a thorough grounding in the theoretical discipline of program assessment. Contractor is thoroughly familiar with the agency's culture, new organization structure, strategic plan, the results of the National Performance Review (NPR) Survey, the 1998 GAO report, "HCFA Faces Multiple Challenges to Prepare for the 21st Century", and other studies relevant to the assessment of management practices in HCFA. Extensive prior knowledge of the organizational mission, structure, culture and management practices of HCFA enable the contractor to accurately assess the effects of the new decision making system.
