Environmental Protection Agency, Office of Water, requires support
services for information and material as well as factual studies of a
technical, scientific, and engineering nature to support the
development, review, and revision of effluent limitations guidelines
and standards for feedlot and runoff of animal wastes and urban
stormwater discharges. The technical services will provide the Office
of Water with the necessary information required to evaluate regulatory
and technology options being considered and to provide necessary
technical support to implement related program objectives. Major
activities involved in this acquisition include: data collection and
summarization; technical analysis; preparation of technical
information, report formats, and public comments; litigation support;
preparation of training materials; and technical support to permit and
control authorities. The contractor must have a demonstrated high
level of technical expertise with pollution prevention, water pollution
control, and toxic pollutant waste management and personnel with
demonstrated experience in livestock agriculture and nutrient
management practices, erosion and sediment control, and urban
stormwater runoff controls. It is anticipated that a cost plus fixed
fee/level of effort contract will result from the award of this
solicitation. The Government anticipates a level of effort of 16,125
hours for the base period. Six option periods, 12 months each, will be
included and are anticipated to contain 20,775 21,700 21,147 12,715
9,555 and 5,966 labor hours each. The Government also anticipates
including quantity option amounts of 13,353 15,606 15,174 15,942 8,427
6,332 3,978 hours for the base period through option period 6. The
requirement will be solicited on a full and open competitive basis.
