Request for Proposal (RFP) for the Space Technology Division at NASA
Ames Research Center to obtain the services needed to carry out its
varied research programs. The major objective of the Division is the
development of technologies for use in design and fabrication of
prototype vehicles that travel at hypervelocities in the atmosphere of
Earth and other bodies in the solar system. Another important
objective is the development of computational models for the processing
of semiconductor materials during the manufacture of small-scale
electronic devices. Other projects of the Space Technology Division
support NASA's Missions in Astrobiology, Astrophysics and Atmospheric
Sciences. To this end, the offeror shall provide on-site
multidisciplinary engineering and research development, pursuant to
task assignments issued by the Contracting Officer. These services
shall include the personnel, facilities, equipment and materials
(unless otherwise provided by the Government) to accomplish the tasks.
Task assignments will be issued to perform services in the following
areas: project management, systems engineering, research and analysis,
design and development, fabrication, fabrication support, testing,
computer modeling, technical writing, facility management and
operation, ISO 9001 Quality System support, administrative support,
computer system administration, organizing and facilitating technical
and working meetings and invitational travel for outside researchers,
and other functions necessary to complete projects. The contractor
shall provide management and administrative functions necessary to
effectively and efficiently manage the work performed under this
contract. Knowledge of aerothermodynamics, computational chemistry,
computational fluid dynamics, semiconductor fabrication processes,
aeronautics, material science, device and process modeling, and the
development, management and operation of facilities is required to
fulfill the requirements of this contract. Specific requirements will
be defined for each task order according to the current and future
needs of programs and projects involving the ARC Space Technology
Division. The contractor may be tasked to accomplish either an entire
project from conception to operation, or a specific part of a project
such as design or testing. The provisions and clauses in the RFP are
those in effect through FAC 97-11. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 8731 and 1,000 employees, respectively. The
DPAS rating for this procurement is DO-C9. The anticipated release
date of FINAL RFP2-36885 is on or about May 14, 1999 with an
anticipated proposal due date of on or about June 18, 1999. All
qualified responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed. See Internet
Note "B". The solicitation and any documents related to this

be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
