CONTRACT 1: FOR KELLY AFB, SAN ANTONIO, TEXAS AND OTHER MILITARY
PROJECTS IN THE SAN ANTONIO AREA ASSIGNED TO TULSA DISTRICT. CONTRACT
2: FOR REESE AFB, LUBBOCK, TEXAS AND OTHER MILITARY PROJECTS ASSIGNED
TO TULSA DISTRICT. CONTRACT 3: FOR MISCELLANEOUS MILITARY AND CIVIL
PROJECTS ASSIGNED TO TULSA DISTRICT. CONTRACT INFORMATION: Three (3)
Indefinite Delivery A-E Contracts will be awarded for HTRW
environmental services under this announcement. This is not a request
for a proposal, and there is no bid package. This procurement is
unrestricted. Contractors will be selected for negotiation based on
their qualifications submitted in accordance with the criteria
established in this announcement. Contractors may submit qualifications
for one or all contracts. These contracts are anticipated to be awarded
in the third quarter of federal fiscal year 1999. Each contract is for
a base year with two option years and a total contract amount not to
exceed $ 3 million. The base year and each option year are in an amount
not to exceed $1 million per contract. The maximum dollar limit per
Task Order is $1 million. Should the total individual contract amount
reach $1 million prior to passage of 365 calendar days, the option for
an additional year and an additional $1 million of work and services
may be exercised. Similar action is available on the remaining years.
Minimum award of each contract is $20,000 in the base contract and
$10,000 in each option year. If a large business is selected for this
contract, it must comply with FAR 52.219-9 regarding the requirement
for a subcontracting plan on that part of the work it intends to
subcontract. For your information the subcontracting goals for Tulsa
District are 65% for small business, 10 % for small disadvantaged
business, and 5% for women owned business. A plan is not required with
the submittal of qualifications. CONTRACT 1 PROJECT INFORMATION: The
Tulsa District supports Base Realignment and Closure Environmental
Restoration (BRAC) projects and other environmental restoration and
environmental compliance projects for Kelly AFB, San Antonio, Texas as
well as other military customers in the San Antonio area. Work under
this contract to support that mission (i.e. Kelly AFB, Lackland AFB,
Randolph AFB, Brooks AFB and Fort Sam Houston) can include, but is not
limited to any or all of the following: remedial investigation; RCRA
Facility Investigation; investigation and design relative to
Underground Storage Tank (UST) compliance; Feasibility/Corrective
Measure Studies; preparation of documents for submission to federal,
state and local agencies; engineering evaluation/cost analysis; general
investigation and design activities in support of CERCLA, RCRA or other
regulatory compliance; support via environmental studies or
documentation of lease or transfer of government real property; records
searches; oversight of field operations; and construction management
support at various Kelly AFB projects or other military projects in the
San Antonio area assigned to Tulsa District. CONTRACT 2 PROJECT
INFORMATION: The U.S. Army Corps of Engineers, Tulsa District, supports
BRAC Projects and other environmental restoration and environmental
compliance projects for Reese AFB, Lubbock, Texas, as well as for
various other military customers. Work under these contracts can
include, but is not limited to any or all of the following: remedial
investigation; RCRA Facility Investigation; investigation and design
relative to Underground Storage Tank (UST) compliance;
Feasibility/Corrective Measure Studies; preparation of documents for
submission to federal, state and local agencies; engineering
evaluation/cost analysis; general investigation and design activities
in support of CERCLA, RCRA or other regulatory compliance; support via
environmental studies or documentation of lease or transfer of
government real property; records searches; oversight of field
operations; and construction management support at various projects for
Reese AFB or other projects assigned to Tulsa District. CONTRACT 3
PROJECT INFORMATION: The U.S. Army Corps of Engineers, Tulsa District,
supports BRAC Projects and other environmental restoration and
environmental compliance projects for military installations in
Oklahoma, Arkansas, and Texas, as well as for various other military
customers. Work under these contracts can include, but is not limited
to any or all of the following: remedial investigation; RCRA Facility
Investigation; investigation and design relative to Underground Storage
Tank (UST) compliance; Feasibility/Corrective Measure Studies;
preparation of documents for submission to federal, state and local
agencies; engineering evaluation/cost analysis; general investigation
and design activities in support of CERCLA, RCRA or other regulatory
compliance; support via environmental studies or documentation of lease
or transfer of government real property; records searches; oversight of
field operations; and construction management support at various
projects for projects assigned to Tulsa District. SELECTION CRITERIA:
See Note 24 for general selection process. The selection criteria in
descending order or importance are: a) Specialized experience and
demonstrated technical competence in (1) Managing and performing large,
broadly scoped environmental projects at Kelly AFB, San Antonio, Texas,
Reese AFB, Lubbock, TX, other USAF, Army, other DoD installations, and
EPA projects assigned to Tulsa District with very similar
programmatic, regulatory, and technical requirements that have been
demonstrably successful in attaining government objectives; (2)
Managing and performing environmental projects of a complex nature in
compliance with applicable USEPA, State, and Department of Defense
(DoD) requirements; (3) site characterization to determine nature and
extent of contamination including design and/or performance of
subsurface drilling programs, installation of groundwater monitoring
well networks, sampling programs for various environmental media,
performance and/or oversight of other intrusive investigation
techniques such as soilgas surveys, application of surface geophysical
techniques including those with significant complexity (e.g. high
resolution seismic reflection surveying), design performance and
analysis of in-situ aquifer hydraulic tests (e.g. slug tests and
various pump tests), acquisition and analysis of other data (e.g.
geotechnical, ecological, demographic) to support remedial
decision-making; (4) selecting alternatives and developing
designs/specifications for alternatives for remedial actions,
corrective measures, interim measures and interim corrective measures,
and removal actions; (5) managing, coordinating, and performing
multiple simultaneous investigation and design activities in support of
environmental requirements at a military installation; (6) development
of typical deliverables supporting HTRW activities such as:
Investigation Work Plans, Health and Safety Plans, Quality Assurance
Project Plans, Sampling and Analysis Plans, Community Relations Plans,
Project Management Plans, Data Management Plans, Waste Management
Plans, detailed project schedules, Closure Plans and Reports,
Laboratory Service Contracts for Chemical and Physical Analyses,
technical reports to support decision-making such as site
characterization reports including chemical fate and transport models,
Human Health and Ecological Risk Assessments, RCRA Facility
Assessments, Preliminary Assessment/Site Inspection Reports, RCRA
Facility Investigation Reports, Remedial Investigation/Feasibility
Study Reports, Corrective Measure Study Reports, Corrective Measure and
Remedial Designs, Groundwater Monitoring Reports, Records of Decision,
Determination of No Further Action, Engineering Evaluation/Cost
Analysis Reports, deliverables supporting UST compliance requirements,
Construction Plans, Cost Estimates, and other related deliverables;
(7) support of community relations/stakeholder involvement activities
(e.g. development and maintenance of administrative records, support of
Restoration Advisory Boards, etc.); (8) technical support for
litigation related to execution/implementation of environmental
restoration activities; (9) environmental projects in EPA Region VI and
the State of Texas; (10) oversight and management of and/or performance
of chemical analytical services typically required to support remedial
decision-making at military installations with multi-media
environmental contamination from various industrial sources including,
but not limited to, those in the current USEPA guidance documents and
documenting a level of laboratory internal QA/QC consistent with that
referenced in current USEPA guidance/requirements resulting in legally
defensible data for inclusion into project deliverables; (11)
appropriate management of investigation derived waste; (12) utilization
of geographic information systems and other sophisticated data
management/visualization techniques; (13) use of quantitative
statistical analyses to support planning of investigations and analysis
of data; (14) producing GIS-compatible and CADD graphics in accordance
with Federal Special Data Standards; (15) producing cost estimates
using the Corps of Engineers Micro-Computer Aided Cost Estimating
System (MCACES Gold) (software provided) and using the Air Force
Remedial Action Cost Engineering and Requirements (RACER) cost
estimating system (software provided); (16) oversight of field
investigations; (17) providing data on electronic media in accordance
with government-furnished formats; (18) preparing reports compatible
with the most recent versions of Microsoft Office software. b) Past
Performance on DOD, DOE, and other environmental contracts with respect
to quality of work, compliance with delivery schedules, and cost
control. c) Qualified professional personnel in the following areas:
engineering disciplines such as civil, chemical, environmental,
geotechnical, electrical, mechanical, and structural. Scientific
disciplines such as chemists, geologists, biologists, environmental
scientists, archaeologists/cultural scientists, social scientists, and
statisticians. Other specialists such as regulatory analysts,
certified industrial hygienists, safety professionals, cost
estimators/schedulers, technical editors; environmental technicians
capable of acquiring and handling environmental samples and data;
drillers (including drillers licensed in Texas and Oklahoma);
surveyors; and CADD operators. Registration and certifications as
required by various state laws will be necessary. d) Sufficient
capacity to respond quickly, mobilize qualified personnel, and produce
quality results under short deadline constraints on multiple delivery
orders simultaneously. e) Volume of DOD awards in the last 12 months
as described in Note 24. SUBMITTAL REQUIREMENTS: See Note 24 for
general submittal requirements. Interested firms having the
capabilities to perform this work must submit one copy of SF 255 FOR
EACH OF THE THREE CONTRACTS OF INTEREST (and a SF 254 for the prime
firm and each consultant) to the above address no later than 4:30 p.m.
on the 30th day from the date of this announcement in the Commerce
Business Daily. The SF 255 should specifically address the requirements
of this announcement. Responding firms are requested to clearly
identify those tasks to be performed in-house and at what office and
those tasks to be subcontracted and at what office. In Block 8 of SF
255, responding firms must provide the names and current telephone
numbers of clients and references, by project, for their five most
recent services, studies or designs of the general type required under
this announcement. In Block 9, the contractor shall also include all
work scheduled or currently in progress for the private sector. In
Block 10 responding firms are requested to provide the following: A
listing of environmental projects indicating the experience of major
team members, including their specific roles in performance of those
investigations and/or preparation of those designs (project managers,
field managers, designers, etc.); Qualifications for all pre-selected
subcontractors, i.e. drillers, surveyors, waste haulers, laboratories,
etc. (Any analytical laboratory selected must have the ability to pass
the commercial laboratory validation procedures listed in Appendix C of
ER 1110-1-263 dated 30 Apr 98); The submittal shall address the
strategy of the firm for obtaining non-routine analytical services
outside the capabilities of pre-selected laboratories (Those
non-routine analyses addressed shall include dioxin/furan, asbestos,
radioisotope, radiochemical, and potential mixed-waste (hazardous and
radiological) sample analysis); Description of the firm's QA/QC plan
and design quality control plan, including an organization chart and
coordination with subcontractors; identification of all computer
capabilities required for the work described in this announcement,
including software programs to be used. Cover letters and extraneous
material are not desired and will not be considered. Personal visits to
