Terry.Seaverns@mcchord.af.mil. INDEFINITE QUANTITY-INDEFINITE DELIVERY
(IDIQ) A-E SERVICES CONTRACTS: The Air Force intends to award 2
contracts for Multi-Disciplinary Architect-Engineering A-E Services for
Commercial/Industrial/Housing type activities at McChord AFB,
Washington. The closing date for the receipt of responses is 4:00 PM
local time (PST) on April 28, 1999. Multi-Disciplinary A-E Services
shall include capabilities for Architectural, Interior Design,
Landscape Design, Electrical Engineering, Mechanical Engineering, Civil
Engineering, Structural Engineering, Surveying and Hazardous Materials
investigation and design. A-E Services include fact-finding studies,
site surveys, investigations, and economic analysis in support of
design requirements; the production of designs, construction drawings,
specifications, and estimates as required to execute construction
projects. At the option of the Government, the A-E shall provide
inspection services (Title-II) during the construction phase. The
indefinite delivery indefinite quantity (IDIQ) contracts will have a
maximum monetary limit of $750,000 per year, with a minimum of $37,500
guaranteed, against which individual delivery orders may be written
for a maximum of $299,000. The contract award and starting date will be
approximately January 15, 2000 for a 12-month period followed by as
many as 4 additional optional 12-month period(s) as determined by the
Government. Typical work includes but is not limited to: Additions to
existing facilities; Remodel/Renovation of existing facilities;
Alteration and repair of miscellaneous infrastructure services and
utilities including airfield pavement and apron projects; Interior
Design in support of facility projects; Energy Management System (EMS)
design development utilizing current Air Force guidelines: and Design
of new facilities. Delivery orders may include requirements for HAZMAT
site surveys to determine the existence of lead based paint and/or
asbestos containing material, followed by developing complete abatement
drawings and specifications incorporating current Government
guidelines. The following factors will be evaluated as the basis for
selection for award of a contract: Of greatest and equal importance are
(1) Consistent record of excellence in facility design, showing a
commitment of the firm toward design excellence and the ability of the
project team members to be innovative in support of Government
projects; (2) Professional and Technical qualifications of the proposed
design staff including education and training received; and (3) Past
Performance in the execution of indefinite delivery type contracts
utilizing multiple delivery orders. Of lesser importance and equal to
one another are (4) Specialized experience in multi-disciplinary
projects of a predominately remodel and renovation nature with
restricted construction budgets; (5) The professional capacity of the
firm to accomplish projects within fixed time frames; and (6) the
location of the firm within the general geographic area of McChord AFB
to enable efficient facility/site surveys and timely execution of
deliverables. Of least importance and of equal to each other are (7)
Experience in the development of Computer Aided Design/Drafting (CADD)
drawings utilizing _AutoCAD_ software and capability to develop
electronic bed sets via compact disk for use during construction
solicitation and (8) the Volume of work DOD previously awarded to the
firm with the object of effecting equitable distribution of DOD A-E
contracts among qualified A-E firms and firms that have not had prior
DOD contracts. Interested firms should submit 2 copies of Standard Form
