Development Agency (TDA) seeks to award a firm fixed price contract for
an assessment of TDA's environmental sector investments. The assessment
will also analyze U.S. exports to environmental projects that do not
involve TDA so that the agency's activities can be placed in the
context of general trends in this industry. The proposed study of TDA's
environmental activities has two primary objectives. The ultimate
objective is to make recommendations to improve the performance of
TDA's activities in the environmental sector. The immediate objective
is to assess TDA's own information as well as other empirical
information to evaluate the actual capability of U.S. sources of supply
in competing for the major equipment, material, service and technology
components for environmental projects. While the main focus of this
study will be on assessing TDA's own activities (40 case studies), the
study contractor will be required to assess non-TDA projects (20 case
studies) and other relevant information that will place the agency's
activities in a broader comparative perspective. The study will cover
four main categories of environmental projects that the agency funded:
air quality, hazardous or industrial wastes; solid (non-hazardous)
wastes and wastewater (sewerage). In recognition of the complexity of
the study and in order to allow TDA to closely monitor the study, the
assessment will be divided into two equal phases. After phase 1 has
been concluded, TDA will make a determination as to whether phase 2 is
warranted. TDA, located in the Washington metropolitan area, is an
export-oriented, U.S. Government foreign assistance agency committed to
promoting environmentally sound, sustainable economic development and
trade in middle income and developing countries. Contractor selection
will be based on offeror's understanding of the requirements of the
solicitation as demonstrated by suitability of proposed approach to
performing the work; technical qualifications of staff proposed to
perform the work;and prior experience. This procurement shall be a full
and open competition, under which any type of organization (commercial
{for profit} firms, educational institutions, non-profit
organizations) is eligible to compete. All participating organizations
involved with supplying professional services must be of United States
nationality. The competitive proposals method of solicitation, as set
forth in Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR
Chapter 1), shall be utilized for this procurement. This solicitation
in no way obligates TDA to award a contract nor does it commit TDA to
pay any cost incurred in the preparation and submission of the
proposal. Any explanation desired by an offeror regarding the meaning
or interpretation of this solicitation must be requested in writing and
with sufficient time allowed for reply to reach the offerors before
submission of their offers, and all oral explanations or instructions,
given before the award of this contract will not be binding. Any
written information given to a prospective offeror concerning the
solicitation will be furnished promptly to all prospective offerors as
an amendment of the solicitation, if such information is necessary to
offerors submitting proposals or if lack of such information would be
prejudicial to uninformed offerors. The Government's total estimated
cost for this work does not exceed $125,000. The Request for Proposal
(RFP) will be issued on/or about fifteen (15) days after the
publication date of this announcement. Closing date for proposals will
be approximately thirty (30) days thereafter. TDA plans to hold a
pre-bid meeting during the first or second week of May. Details on
time, place, etc. will be provided to those who express interest by
faxing in a request for the RFP. Only written requests for the RFP will
