Architect-Engineer Services, Title I and Title II, Open End Contract
for the development of site investigation, design plans, and
specifications for maintenance, repair and minor construction and
inspection services for various construction projects at Westover ARB,
MA. One contract to a multidiscipline firm which has in-house
expertise in Architecture and may have in-house or joint venture
expertise in the related Engineering Disciplines (Civil, Electrical,
Environmental, Mechanical, Structural, and Interior Design). A/E firm
must meet all state licensing requirements of the state in which they
are incorporated or principally do business. The anticipated indefinite
quantity contract will have a maximum monetary limit of $250,000.00 per
year with a minimum of $5,000.00 guaranteed for the life of the
contract, against which individual delivery orders of up to $99,000.00
may be written. However, the initial delivery order to be issued at
the time of award may exceed $99,000.00. A/E firms will be evaluated on
the basis of the following factors, each of equal value: (a)
Specialized experience and technical competence; (b) Professional
qualifications; (c) Capacity for timely accomplishment of work; (d)
Past performance; (e) Geographic location; (f) Volume of previously
awarded DOD work. the general intent is to award a contract to a
multi-discipline A/E firm with the Standard Industrial Classification
(SIC) Code of 8712, Architectural Services. the initial projects for
the contract will be as follows: Project YTPM 95-0108, Alter/Repair
Command Post. The project consists of renovation of the Base Command
Post which occupies approximately 2000 sf of an existing 8700 sf
building. The building will remain occupied during construction. Extent
of design will include development of conceptual space layouts,
demolition of existing non structural partitions, floor slabs,
ceilings, electrical and mechanical as required. Provide new wall
partitions, ceilings, floor slabs, and electrical. Project YTPM
98-0106, Repair HVAC Command Post. This project repairs an existing air
conditioning system by replacement. Existing system capacity does not
match the building load due to operational changes. This system serves
the area to be remodeled under project YTPM 95-0108 above. The A/E
will be responsible for a complete system design including development
of heat loads, component sizing and all other required tasks. The
governments desired system will consist of a forced air conditioning
system to serve the space with DX type environmental systems to serve
electronics areas. Command Post area is subject to high security and as
such the design will be required to meet government regulations
regarding the transmission of sound or electromagnetic signals across
the space boundaries. All work will comply with applicable national,
state, and local building and life safety codes, Air Force design
instructions and facility standards, ADA and Massachusetts
accessibility codes, and all other applicable structural, mechanical,
electrical, plumbing and other codes and regulations in effect during
the design period. The prospective A/E firms must submit typed
responses to the following issues in a separate sealed envelope in
addition to submission of SF Form 254 and SF Form 255: (a) Key
individuals who will work on the project including project manager
and/or architect, etc; (b) Proposed team of individuals for the design
and production phases; (c) Proposal of how the A/E firm intends to
address the design tasks noted above, e.g., the specifications
regarding hazardous materials will be addressed by consultant,
in-house, or other; (d) Discussion of the firm's technical
qualifications and previous experience with similar work; (e)
Discussion of how the firm's organization, capacity and current
workload applies to the project. Firms responding to this announcement
on or before 08 May 1999 wil be considered for selection. Firms
desiring consideration shall submit appropriate data as described in
