a requirement for nonpersonal services for local telephone exchange
services for 342ND Recruiting Offices (Fargo, Bismark, Grand Forks,
Dickinson, and Williston) in the State of North Dakota. The proposed
contract is for five years. The local exchange service provider
certified by North Dakota PUC shall provide local commercial
communications service for 342ND Recruiting Offices. Local
communications service shall include, as a minimum but not limited to,
local access for commercial business lines, hunting, call forward,
call waiting, directory number and number portability, operator and
directory assistance, local and Intra-LATA access, and interconnection
with Inter-LATA exchange carrier. Competition is open to domestic and
foreign sources. All responsible sources may submit a bid, which shall
be considered. Sources responding to this synopsis must indicate, in
writing, whether they are large, small, disadvantaged and/or a
women-owned businesses. For this acquisition, a concern will be
considered small under SIC 4813 with size standard of 1500 employees.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

contacted with issues or problems that have previously been brought to
the attention of the program manager and/or the Contracting Officer
and could not be satisfactorily resolved at that level. In order to be
eligible for award of this Request for Quote (RFQ) offerors may be
required to have a Basic Agreement with this office. The Basic

This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format FAR Subpart 12.6, as supplemented with
