a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; proposals are being requested and
written solicitations will not be issued. Solicitation is issued for
Request for Quotation, (RFQ) # F41652-99-Q0080. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-014. This is a small business
set-aside procurement under 4581 _Aircraft Cleaning and Janitorial
Service_ ($5M). There is one contract line item (CLIN). CLIN 0001 IAQ
SOW, C-130 Engine Wash and Collection System, 1 JB $____________. Bids
shall be received by 10 May 99. DESCRIPTION: Statement of Work (SOW).
The contractor shall provide all plant labor, equipment, and materials
that will support the design and construction of a mobile C-130 Wash
Water and Collection System. Equipment Requirements shall consist of
two separate portions: (1) Collection System: The collection portion of
the system should be mounted on a single axle trailer. It should have
two collection bag systems, which will strap and/or fasten, to two
engines concurrently. This will allow two engines to be washed before
the collection trailer needs to be moved. The wash water collection
unit should consist of two (2) 100-gallon collection tanks as well as
a soap tank and injection unit. This collection trailer should be able
to be connected to wash water treatment via hoses. (2) Wash Water
Treatment Trailer: This portion of the unit should be housed on a
larger, two axle trailer and should contain a fresh water storage tank,
a recycled water storage tank, an appropriate wash water injection
system, gas powered generator, and air compressor. This unit should use
a flocculent and coagulant system for the cleaning of the water to
allow reuse in the wash process and eventual discharge into the POTW.
The entire trailer should fit on a C-130 for deployment purposes.
Period of Performance: 90 days after award. FOB is Destination.
