STUDY FOR CENTRAL HEAT PLANT (CHP) SYSTEM AT DOVER AIR FORCE BASE, DE.
An A-76 cost comparison study is being conducted for the Central Heat
Plant (CHP) System in accordance with the OMB Circular A-76,
Performance of Commercial Activities. The Contracting Office
anticipates issuing a Request For Proposal (RFP) using FAR Part 12 and
15 for an estimated base period of performance from October 2000
through September 2001 with four one-year option periods. The
anticipated contract type will be Firm Fixed Price. The anticipated
solicitation date is October 1999. The Standard Industrial
Classification (SIC) Code is 8744 and the small business size standard
is $5 million annual average gross revenue of the concern for the last
three fiscal years including foreign and domestic affiliates.
Contractors will provide management, tools, supplies, equipment, and
labor necessary to repair, maintain, and safely operate the central
heat plant High Temperature Hot Water (HTHW). The contractor's plant
maintenance procedures will include safe start-up, control, operation,
and shutdown. The contractor will ensure the system produces the
appropriate thermal demands and remains environmentally compliant
during the production and distribution of HTHW. The contractor will
ensure proper inspection and maintenance of primary and auxiliary
equipment and system functions; including but not limited to
production, production control, distribution, pumping, emission
control, water treatment, and fuel supply. Piping, valves, boilers, and
other items will be maintained according to the appropriate craft and
utility codes. Respondents must identify expertise in the above
functions by submission of a capability statement; past performance
within the last two years or similar type contracts and include client
point of contact; estimated value and references. Capability
statements are not to exceed 10 pages. Respondents must identify their
business size as either small, 8A or large. If subcontracts are to be
used, provide anticipated percentage of effort to be subcontracted and
whether small, 8A or large businesses will be used. Submit this
