intends to competitively award an indefinite quantity contract (IQC) to
acquire professional support services. This effort supports the Global
Bureau/Human Capacity Development Center (HCD) Strategic Objective (SO
1) "Improved and Expanded Basic Education, especially for Girls, Women
and Other Under-Served Populations". The overall purpose of the
activity is to strengthen the quality, vitality and effectiveness of
educational systems by assisting USAID Missions, Regional Bureaus, the
Newly Independent States and crisis countries to examine their
educational policies and programs and to implement more relevant
policies and activities. The contractor should achieve results in the
five principal areas: (1) educational policy appraisals and
assessments; (2) training and institutional strengthening; (3) pilot
projects, feasibility studies, research, seminars/workshops and
evaluation; (4) alleviation of abusive child labor through basic
education; and (5) compilation and dissemination of results and lessons
learned, both this activity and similar projects worldwide. The
services will be provided by the issuance of separate task orders. As
a result of this solicitation, USAID anticipates the award of a single
IQC for a five-year period with an estimated value of $35,000,000. All
responsible sources may submit a proposal which will be considered by
USAID. This procurement will be awarded subject to full and open
competition procedures, under which any type of organization
(commercial [for profit] firms, educational institutions, non-profit
organizations) is eligible to compete. Subcontracting with small
business concerns will be required under this RFP, subcontracting plans
pursuant to FAR 52.219-9 are required to be included in submitted
proposals. The plans must include subcontracting goals of at least 15%
of the total contract value with small business concerns, small
disadvantaged business concerns and women-owned small business
concerns. The issue date of the RFP is expected to be issued NO EARLIER
than fifteen (15) days from the date of this publication. The preferred
method of distribution of USAID procurement information is via the
Internet or by request of a solicitation on a 3.5" floppy disk (MS Word
