Due to problems in accessing our home page, all solicitation documents have been reposted to EPS at: "http://www.eps.gov" All subsequent amendments as well as any further updates may also be found at the EPS web site. ) | Proposals are currently being requested for the Office of Management and Budget (OMB) Circular A-76 Cost Study for the 821st Space Group Civil Engineering (CE), Transportation, and Information Management functions at Buckley Air National Guard Base (ANGB) Colorado. The 821st Civil Engineer Squadron services include power plant operation, management information systems, processing work requests/orders, infrastructure support, real property management, CE material control, and CE funds management. The 821st Transportation Squadron services include the management, operation and maintenance of all Government registeredand non-registered vehicles and equipment authorized/assigned on the HQ Air Force Space Command (AFSPC) Vehicle Authorization List (VAL) and the unit Custodial Authorization/Custody Receipt Listing (CA/CRL), development of Mission Essential Levels (MELs), development and preparation of a vehicle priority recall list to support maintenance replacement, vehicle dispatch and operator licensing/records/training. The 821st Information Management services include operation and management of mail distribution, processing of classified mail, monitoring of correspondence, publications and forms distribution, management of all government files, documents and electronic data bases, training and update of training materials, and publications management. The anticipated Standard Industrial Code (SIC) for this acquisition is 8744, Base Maintenance; size standard is $20M. Government Furnished Property/Equipment will be turned over to the contractor to perform required services. New respondents must identify expertise in the above functions by submission of a capability statement: i.e., past performance (3-5 years, client, point of contact, estimated contract value). Respondents must identify their business status, i.e., women-owned, Native American (tribal-owned or Alaskan Native), or small business. In accordance with OMB Circular A-76, only 8(a) 51% Native American Tribally-owned firms can be awarded this contract because this is a direct conversion. Firms should identify whether they have a current facilities clearance and the level of clearance. The contract will provide for a 45-day phase-in. The Basic period of performance will be 1 April 2000 through 31 March 2001, with four (4), one-year option periods. A preproposal conference will be conducted at Peterson AFB, CO, in Colorado Springs, CO on 25 Mar 1999 at 9:00 a.m., at Building 605, for the purpose of answering questions regarding this solicitation. The preproposal conference will be unclassified. Submit the names of all attendees (not to exceed 5 per company, including subcontractors) to Ardith Schade.
