PR-HQ-98-14063 NATURAL RESOURCE SECTORS: ANALYSIS, OUTREACH AND PROGRAM IMPLEMENTATION The following Questions and Answers were posted to the Webpage on Tuesday, April 13, 1999. Question #1 1. Past performance questionnaires should be mailed within 5 days of receipt of the proposal. While this is possible for the offeror, it is difficult to know if past performance will be needed for subcontractors until the proposal costing proposal is complete. We request the opportunity to mail out past performance questionnaires for relevant subcontractors no later than the RFP deadline date. Response to #1 Past Performance questionnaires for prime contractors and subcontractors are due according to the time line as stated in the solicitation. Question #2 2. Do dividers and sheets that separate sections of the proposal count towards the 300 page limit? Response to #2 No Question #3 3. The proposal asks that submissions be in three-ring binders. Is that essential? We would prefer to have the document spiral bound to ensure that all pages and fold-outs are kept together. Response to #3 Submit proposals as stated in the RFP. Question #4 4. Page I4 of 14 I.6. Subcontracts (Cost-Reimbursement and Letter Contracts) (FAR 52.244-2) (OCT 1997) Will the contract reflect the current FAR language as revised August 1998? Response to #4 See Amendment 0002 to the RFP. Question #5 5. Section L of the RFP requires that the proposal be submitted on 100% recycled paper. Given that the resulting contract will only require a recycled content of 20-50%, will EPA change this requirement to reflect the lower content level? Response to #5 No. Question #6 6. As directed in the proposal instructions (Page L-12 of 25) there will be no fee on ODC's. Since the ODC value is sizable, we ask for clarification on why EPA has taken this position on no fee? Since EPA does not anticipate award of a Fixed Rate contract but rather anticipates award of a Cost Reimbursement contract, will EPA change this to allow fee on ODCs? Response to #6 See Amendment 0001 to the RFP. Question #7 7. Section L.15 of the RFP -- subparagraph (d) immediately following the distribution of level of effort. If you review this clause, it refers to the SF1411s and Summary and Basic SF1411s I was asking about. Should we ignore L.15 (d)?
