COMMERCE BUSINESS DAILY ISSUE OF APRIL 15,1999 PSA#2325J-LIFE CYCLE CONTRACTOR SUPPORT (LCCS) OF TACTICAL ENGAGEMENT
SIMULATION (TES) TRAINING DEVICES The Government intends to negotiate
and award to Lockheed Martin System Support and Training Services
(LMSSTS), 804 Greenbrier Circle, Suite A1, Chesapeake, VA 23320-2624,
an extension to the current TES LCCS contract. The extension will
consist of a six month basic period and six one month options, which
will provide a bridge contract, between the current contract and the
competitively awarded follow-on Live Training (LT) contract. The
current contract provides total LCCS for the family of TES training
devices (e.g., Multiple Integrated Laser Engagement Systems (MILES),
Simulated Area Weapons Effects Radio Frequency (SAWE-RF)/MILES II, Air
to Ground Engagement Systems (AGES) II, and Avenger). . TES training
devices are deployed world-wide with maintenance sites located at a
number of the facilities. LCCS for the TES devices will require repair
of all assemblies, to include supply support; TES training support for
the military users; support for Combat Training Center (CTC) exercises;
maintenance support for Weapon Effects Signature Simulators (WESSs);
and TES systems warehouse work at requiring site(s). The Contractor is
required to have the capability to provide all maintenance and supply
efforts for the TES family of systems assemblies, to maintain a
fifteen (15) day turn-around-time (TAT). This support shall include
both in-plant and on-site capabilities, to include supply support, to
operate a world-wide maintenance activity capable of supporting the TES
family of systems. A firm fixed price service contract is to be
awarded. The period of performance for this extension will commence on
1 July 1999. This activity contemplates issuance of this contract
pursuant to a justification and authorization which will cite LMSSTS as
a unique source in accordance with 10 U.S.C. 2304(c)(1). LMSSTS has
supported the TES LCCS program, under the current contract, since 1
June 1996 and they alone possess the unique capability to provide the
necessary services for continued support of this program. Award to any
other source would result in substantial duplication of costs to the
Government that could not be recovered through competition for such a
short period of time. In addition, this contract provides support for
various devices that require security clearances, which LMSSTS
personnel currently possess. Therefore, award to any other source would
result in unacceptable delay in fulfilling the Army's requirements. See
