70 -- NOTICE OF INTENT (PURCHASE HIGH LEVEL DATA LINK CONTROL (HDLC) CIRCUIT CARDS) NOTICE OF INTENT The 55th Contracting Office, Offutt AFB, NE intends to issue a sole-source purchase order under the Simplified Acquisition Procedures to Sangoma Technologies Inc. of Ontario, Canada for the acquisition of High Level Data Link Control (HDLC) circuit cards to support a site expansion of the Strategic Automated Command Control System (SACCS). A market survey was conducted by Sacramento Air Logistic Center and no other manufacturers were found that could provide these HDLC cards that are required to convert SACCS signal protocol into standard protocol used in generic personal computers. Sangoma Technologies Inc is the only known source that can provide the HDLC Circuit Cards. These cards utilize a 32-bit frame check sequence required by SACCS and the Air Force. Changing of these cards and associated software drivers would place this project back into the accreditation stage and cause us not to be able to field the expansion before Fiscal Year 99 funds expire. The Sangoma part number is 102 S5033 synchronous cards. The quantity to be ordered under this purchase order is 102 cards. These cards are a market proprietary and are not available through dealers or distributors. This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of a solicitation in response hereto will not be honored or acknowledged. All timely responses will be considered solely for the purpose of determining whether or not it is advantageous for the Government to conduct a competitive procurement; no award will be made on the basis of any response to this notice. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely with the discretion of the government. The government will not pay for information submitted in response to this publication.
