The Environmental Protection Agency is responsible for the development and implementation of a nationwide training program directed at meeting the educational and training needs of Federal, State and local environmental agencies throughout the U.S. and its territories. The primary focus of this training program is the timely development and delivery of technical introductory, intermediate and advanced level courses in a variety of subject matter areas with a primary concentration in environmental air pollution control, prevention, monitoring, compliance and regulations. Training in the above noted areas will be provided through text-based courses, computer-based instructional courses, classroom courses, and distance learning mechanisms such as televised broadcasts, video and audio tapes, and nationwide telecommunications networks such as the Internet. Currently, EPA has a grant with North Carolina State University (NCSU) to assist in the development, preparation and production of satellite-based telecourses. Also, as a major part of the grant, NCSU operates a satellite-based network consisting of approximately one hundred and ten (110) downlink sites and a compressed digital uplink facility located on the University campus. The majority of the televised seminars and courses will originate from the NCSU uplink facility. The contractor shall provide technical support for training and education. The effort will include, but not be limited to, development of student guides, instructor materials and all other associated documentation related to air pollution training courses, provide technical graphics and reproduction support, and provide video technical support for all of EPA, Research Triangle Park, NC. EPA anticipates the award of cost-reimbursement type contract for the training and education tasks. In addition, a portion of the contract is anticipated to be fixed price performance based type for the video support task. A sixty (60) month period of performance is anticipated. The award will be through total small business set-aside. The associated Standard Industrial Code (SIC) is 7812 with a size standard of $21 M. The RFP will be issued approximately 05/18/99, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. This procurement is a follow-on to Contract No. 68D60059 with ICES, Ltd. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via Internet. If you will be obtaining a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, firms who do not have the capability to obtain the solicitation from Internet, may submit a written request for a diskette with the solicitation in WordPerfect 6.1 format from the contact point at the address above. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be issued to all prospective offerors along with the solicitation. All responsible sources may submit a proposal which shall be considered by the Agency.
