work consists of providing a complete design and the new construction
of a 2,835 square foot single story, steel structure, masonry exterior
wall, metal roof, concrete foundation office building to be
constructed adjacent to the present Fitness Center to be used as a
Health and Wellness Center. The project magnitude is $250,000-$500,000.
Solicitation will be issued on 22 Apr 99. A site visit has been
scheduled for 22 Apr 99 at 9:30 AM local time. At the site visit, firms
will be given a solicitation package. Solicitation packages will be
mailed that day to firms not attending site visit. Firms planning on
attending site visit must fax their intention to 505-784-2959 or e-mail
(horace.bates@cannon.af.mil) not later than 19 Apr 99. Firms not
attending the site visit but desiring a solicitation package must
provide a written request not later than 19 Apr 99. A two-phase
selection process will be used. Phase I evaluation factors in
descending order of importance are: 1) Demonstrated completion of
Design/Build projects within project work estimates, 2) Past
Performance of offerors team, 3) Capability to perform, and 4) Design
narrative. A maximum of three Phase I firms will be selected to enter
Phase II. These firms will be required to submit a preliminary design
for evaluation. Phase II evaluation factors are in descending order of
importance: 1) Technical Solution, 2) Complete project with options,
3) Total cost with options. After contract award, the firm selected
will be required to provide a complete set of construction documents
(specification and drawings) to the government for approval prior to
actual construction start. All cost associated with the proposal
preparation in both Phase I and Phase II of this solicitation will be
