Build contract to provide design and construction for replacement of
two (2) existing 600 TR (Tons of Refrigeration) centrifugal chillers,
pumps, concrete housekeeping pads, valves, chemical feed systems, and
associated electrical wiring and conduits with three (3) new
centrifugal 300 TR (each) chillers, pumps, concrete housekeeping pads,
associated piping, valves, chemical feed systems and associated
electrical wiring and conduits. The new chillers shall use refrigerant
R-134A, be provided with variable frequency drives (VFS), premimum
efficiency motors, solid state starter, relay with disconnect switch
and equipped with direct digital control. The new chillers and new
pumps shall be interlocked with the Building Automation System. The
work under this contract shall also include the modification and
upgrade of the existing Direct Digital Control System (DDC);
replacement of outside air dampers, cooling coils, chilled water
cooling coil valves for thirteen (13) air handling units, an addition
ofvariable frequency drives (VFD's) for air handling units and chilled
water pumps. This work shall be completed at the Federal Building &
U.S. Courthouse, 517 E. Wisconsin Avenue, Milwaukee, Wisconsin. The
contractor shall devise a plan of action as to how work shall be
accomplished including demolition, method of removal and disposal of
the existing equipment and installation of the new replacement in the
same locations, testing and startup procedures. The contractor will be
responsible for developing all drawings, specifications and
calculations for this project. The contractor will also be responsible
for the construction of the entire project and for monitoring
inspections and tests performed on the chillers and other new equipment
during and immediately after construction completion. The offer shall
consist of a technical and a price proposal. A single-phase evaluation
process will be used. The evaluation of proposals will be done on a
Source Selection basis. Final selection will be to the responsible
offeror whose offer is more advantageous to the government in terms of
price and price related factors based on evaluation factors
established in the Request for Proposal (RFP). The estimated price
range for this project is between $1 million and $5 million. The
completion time for this project is five hundred forty (540) calendar
days. This procurement is open to all business concerns. The successful
offeror, if not a small business concern, may be awarded the contract
contingent upon submission and approval of an acceptable subcontracting
