Resulting solicitation will invite Request for Proposals for Family
Housing Maintenance and Repair Activities, Fort Campbell, Kentucky.
Work shall include the contractor to provide all labor, services,
records/reports, supplies, materials, equipment, transportation, and
supervision necessary to perform maintenance and repair of
approximately 4240 units (occupied and/or unoccupied). Work to be
performed includes, but is not limited to, receiving incoming calls
related to maintenance/repair needs, repair/replacement of gypsumboard,
painting, removal and installation of new wood base cabinets and
bathroom vanities, sanding and refinishing of hardwood and parquet
floors, removal of all hardwood/tile flooring and replacement of vinyl
sheet/tile flooring, replacing cabinet doors/drawers,
removal/installation of Government furnished appliances, repair of
exterior walls, repair of roofing, repair of exterior
accessories/storage structures, mechanical/electrical
repair/replacement, repair of plumbing systems, repair of electrical
systems, and major structural repairs. Work week for maintenance/repair
will be twelve (12) hours a day (7:30 AM to 7:30 PM), seven days a
week, Sunday through Saturday. Emergency response for service orders
will be 24 hours a day, seven (7) days a week. Contract type is hybrid
which will consist of firm fixed price, requirement line items, and
time & material. A base year with four (4) option periods is
contemplated. Period of performance for base year is projected as 01
October 1999 through 30 September 2000. The magnitude of the project is
estimated at more than $10,000,000.00. This is acquisition is subject
to the Business Opportunity Development Reform Act of 1988; therefore,
will be solicited on an Unrestricted basis. Subsequent award will be
made pursuant to the Small Business Competitiveness Demonstration
Program. SIC 1799/$7.0 Million. For the purpose of determining small
business status for this requirement, the average annual receipts of a
concern and its affiliates for thepreceding three fiscal years must
not exceed $7.0 million in order to be considered a small business.
