AND ANALYSIS SLAP PHASE I, PHASE II AND III The USN intends to modify
the current P-3C Service Life Assessment Program (SLAP) contract
N00019-99-C-1386 to add requirements necessary to address the EP-3E
service life. The USN and Lockheed Martin Aeronautical Systems (LMAS)
are currently conducting a program to assess the P-3C fatigue life and
to identify critical locations requiring structural modifications to
attain the 2015 service life goal. The EP-3E is a structural derivative
of the P-3C. The USN and LMAS will utilize the existing P-3C full-scale
fatigue test currently on contract to assess the service life of the
EP-3E. The total fatigue life assessment program for EP-3 will be
accomplished in three phases: I) Pre-Test Analysis; II) Full-Scale
Fatigue Test; and III) Post-Test Analysis. A dedicated EP-3E donor
aircraft will not be available for the EP-3E full-scale fatigue test.
The effort will leverage the existing test effort conducted by LMAS
under the current P-3C SLAPcontract N00019-99-C-1386. EP-3E peculiar
structure will be tested using component tests where those structural
elements represent primary or significant load bearing structure that
is life limited. The USN intends to issue this modification sole source
