rtully@nvl.army.mil. The US Army is soliciting ITT Avionics for a sole
source Low Rate Initial Production (LRIP) contract for the Suite of
Integrated RF Countermeasures (SIRFC) program. SIRFC was developed by
ITT Avionics under the Advanced Development and Engineering &
Manufacturing Development (EMD) phase. The SIRFC is a state-of-the-art,
light weight, fully integrated RF situational awareness/countermeasures
system designed to protect aviation assets against Pulse, Pulse
Doppler, Pulse Compression and Continuous Wave weapon systems and to
accomplish data fusion for Target Cueing, Target Hand-off, Pre-emptive
ECM and Terminal mode ECM. The system is comprised of the following
components: Receiver-Processor; Transmitter, Countermeasures;
Modulator-Receiver; four Antenna Assembly (Receive); four
Amplifier-Converter (Receive); Antenaa Assembly (Blade);
Amplifier-Converter (Blade); Electronic Component Assembly, RF Switch
Tray Assembly; and four Antenna (Transmit). SIRFC utilizes advanced
technologies to include; Standard Electronic Modules, Format E (SEM-E);
Monolithic Microwave Integrated Circuit (MMIC); Analog Application
Specific Integrated Circuits (ASIC), Digital Gate Arrays, Multichip
Modules (MCMs); Multi-Chip Assemblies (MCA's), Reduced Instruction Set
Computer (RISC) processors; ferrite stripline technology; Dual Spiral
Antennas; Mosfet Power Devices; and light weight materials which
include Berylium-Aluminum (BeAl). The system will be procured to Prime
Item and Critical Item Product Function (Performance) Specifications
at the Line Replaceable Unit (LRU) level. The Government anticipates a
Firm Fixed Price Ranged Quantity Low Rate Initial Production (LRIP)
contract for one year with two option years. A minimum quantity of one
(1) system is projected for the first year, two (2) systems for the
first option year and seven (7) systems for the second option year.
Time and Materials Line Items will be included for contractor
engineering support and services. Estimated contract award is 2QFY00
with system deliveries commencing eighteen (18) months after receipt of
order (ARO). The contract will include requirements for Contractor
Logistics Support (CLS), Test and Evaluation including Reliability
Demonstration Testing (RDT) and First Article Testing (FAT), initial
spares for test purposes and fieldings, aircraft integration and
installation support, support to the Follow-on Test and Evaluation
(FOT&E) on the MH-47E aircraft, and refurbishment of EMD and LRIP
