S. Coast Guard has a requirement to establish a program under a contract to exchange/recondition USCG Cummins VT903M Diesel Engines with attached Twin Disc MG509 Transmissions for engines and transmissions that have been recondtioned. The objective of this program is to provide higher relaibility, at a lower cost than that provided by industry overhaul methods. The VT903 engines and MG509 transmissions are installed on the U. S. Coast Guard 41 foot Utility Boats. This will be an other Than Full and Open requirement using Original Equipment Manufacturer (OEM) Cummins and Twin Disc parts only. All labor shall be performed by Cummins and Twin Disc certified and authorized machinist, mechanics and technicians. The contractor shall maintain an inspection system which shall insure that each item offered to the Coast Gaurd for acceptance and approval conforms to the contract requirements. The inspection system shall be documented, meet the requirements of ANSI/ASQC-Q9003-1994 and be available for review by the Coast Guard. A requirements type contract for one (1) Base Year and four (4) Option Years is anticipated. The estimated quantity of engines to be exchanged/reconditioned is ten (10) each Starboard and ten (10) each Port per year. The propulsion untis know as VT903M -- Port -- NSN 2815-01-033-3050 and Starboard -- 2815-01-040-2293 will be provided to the contractor in a reusable shipping container. It is the government's belief that utilizing Cummins Recon Part No. DR280RX -- Long Block in the exchange/reconditioning process of the VT903 is in the best interest of the Coast Guard. It is felt that DR280Rx -- Long Block offers 100% OEM exchanged/reconditioned parts which provides "as new" quality backed by a 3600 hour warrant which is equal to that offered on new engines by the OEM. The contractor shall also warrant each engine/gear assembly (1) 24 months of storage from date of final inspection; and (2) 12 months after installation or 3600 hours of operation, whichever comes first. It isthe Government's belief that only Cummins Engine Co. the manufacturer of the VT903M Diesel Engine, and Twin Disc, the manufacturer of the MG509 transmission, can furnish the required parts including Cummins ReCon Part No. DR280RX -- Long Block and ensure the proper fit, form and function of all its components. Delivery of the exchanged/reconditioned engine is due 52 days after the government engine to be exchanged/recondtioned is received by the contractor. Deliver F.O.B. destination to the U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226. It has been determined in accordance with FAR 6.302-1 that only Cummins Recon Part No. DR280RX -- Long Block and Cummins Engine Company or Twin Disc replacement parts will be used in the engine exchange/reconditioning process. See Numbered Notes 12, 22 & 26. All responsible sources may submit a bid which will be considered by the agency.
