This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;proposals are being requested and a written solicitation will not be issued. Solicitation 1425-99-SQ-11-00030 is issued as a Request for Quotations (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-08. This acquisition is a total small business set-aside. The size standard is 100 employees, the standard industrial classification code is 3586, and the NAICS code is 333913. MARINE SERVICE STATION OWYHEE RESORT SPECIFICATIONS 1. GENERAL -- The Bureau of Reclamation, Snake River Area Office has a requirement for a marine service station at Owyhee Resort at Owyhee Reservoir, Oregon, including the following items: A. Furnish and install an above ground vaulted fuel storage tank -- 2000 gallon capacity, with the accessories as follows: a. Vent pipe and cap, steel pipe, 2-inch diameter by 8-feet long, b. Emergency vent, c.Overfill prevention valve, d. Tank gauge, e. Calibrated gauge stick to determine tank volume, f.Tank labeling B. Furnish and install a fuel dispensing system, including: a. Submersible turbine pump, 1/3HP, 115 volts AC, 60 HZ, single phase, b. Dispenser unit, c. Nozzles (2) -- fully automatic shutoff, d. Hose end swivels (2) -- -inch e. Breakaway connector valves (2) -- -inch, with 9" whip hose, f. Pump hose -- -inch x 12-feet, g. Pump hose -- -inch x 50-feet, h. Hose reel, with rewind motor, i. Pump fuel identification decals, etc., j. Equipment platform, with spill containment C. Furnish and install electrical service, including: a. Service panel,100 amps, b. Buried conduit, approximately 300 feet, c. Emergency-stop switch D. Delivery and off-loading of the storage tank, dispensing system, and accessories to the Owyhee Resort, Oregon 2. ABOVE GROUND FUEL STORAGE TANK -- The tank shall havean Underwriter Laboratories UL-142 and UL-2085 listing for protected secondary containment for above ground tanks containing flammable or combustible liquids. The tanks shall be constructed of an inner, -inch thick minimum, steel tank and enclosed within a 6-inch minimum thickness reinforced concrete outer vault; or enclosed within an -inch thick minimum outer steel tank, with 6-inches of insulating concrete surrounding the inner tank. The tank shall have at least a 2-hour fire protection rating. The tank exterior shall have a protective epoxy coating. The tank shall meet the minimum requirements set forth in the NFPA 30, Flammable and Combustible Liquids Code. Tanks shall be marked with "FLAMMABLE", "NO SMOKING", product identification, and other signs as required by state and local codes. The tank shall be provided with the required venting and product dispensing and filling ports. A port shall be provided to allow the physical monitoring of the annular space between the inner steel tank and the secondary containment. The tank shall be covered under a 20-year minimum limited warranty. Venting meeting the applicable codes shall be provided and installed, including a 2-inch diameter by 8-feet long vent steel pipe and cap and an emergency vent meeting the requirements of the applicable codes. Overfill prevention shall be provided and installed, including a valve located within the fill pipe to close automatically at a specified level. The overfill prevention valve, with a cylindrical float, shall be an OPW Model 61 fSTOP-1000, or equivalent. A direct reading level gauge at the tank visible from the fill location shall also be provided and installed. The tank gauge shall be a clock gauge style. A calibrated gauge stick shall be provided as a back up method to determine tank volume. The tank shall be provided with 4-inch full length skids. As an alternative to a skid mounted tank, a precast reinforced concrete slab can be provided and installed. The precast reinforced concrete slab shall be of a size and thickness to fully support the filled weight of the tank. The concrete slab shall be at least 6-inches longer and wider than the tank dimensions. Provide a minimum six-inch thick granular subgrade, compacted, and graded to a level uniform subsurface prior to the cast slab placement. 3. FUEL DISPENSING SYSTEM -- A fuel dispensing system shall be provided and installed. The system shall include a dispenser, similar to a Bennett Fleetmaster Model 4012, or equivalent. The dispenser shall have a four-digit register display (999.9 gallons), a seven-digit register totalizer (999,999.9 gallons), and a five-digit register display ($999.99 maximum), with an automatic register reset. The dispenser shall have prepay capability and provided with a pulser kit 100:1. An UL-Listed submersible turbine pump, HP, 115 volts AC, 60 HZ, single phase shall be provided and installed. The pump shall be a FE Petro Model No. SPT 33, or equivalent, with a control box. Two UL-Listed nozzles, with fully automatic shutoff and hold open rack and trigger shall be provided and installed. The nozzles shall be OPW Model 11AP-0400, or equivalent. The nozzles shall be provided with -inch hose end swivels, OPW Product No. 241TPS-0241, or equivalent. UL-Listed fuel dispensing hoses, one -inch x 12-feet and another -inch x 50-feet shall be provided and installed. Breakaway connector valves -inch, with 9" whip hose shall be provided and installed. The breakaway connectors shall be OPW Product No. 66-0075, or equivalent. The dispenser shall be provided with all pump fuel identification decals, etc. as required by applicable codes. A hose reel, with an explosion proof rewind motor, shall be provided and installed, with the necessary plumbing from the dispenser. The hose reel shall be a Duro Reel Model No. 3205, with an explosion proof 115 V, HP motor, or equivalent. The dispenser shall be installed on a 6-foot by 6-foot equipment platform, with spill containment capability. An enclosure, with a lockable roll-up door for security, shall be provided and installed to enclose the dispenser and hose reel. Collision protection shall be provided, as necessary to comply with applicable codes. Pipe bollards or precast concrete barriers may be used to provide collision protection. 4. ELECTRICAL -- Electrical equipment shall be provided and installed as necessary to service the marine service station. The electrical service shall be installed in accordance with the requirements of the National Electrical Code (NEC), NFPA, and local code requirements. Provide and install a 100-amp service panel on an existing pole. Provide and install up to 300 feet of buried electrical conduit. Depending on the site selected for the marine service station, the buried conduit may cross a paved access road. The asphalt repair, if required, will be done by others. All electrical devices used with or located within 20 feet of the marine service station should conform to NFPA 70, Hazardous Locations. All electrical conduits and wiring at the marine service station shall be explosion proof and instrict accordance with NEC Class-1, Division 1 or other local standards, whichever is more strict. An emergency shut-off switch is required to be mounted in a location visible from the dispenser. The switch shall be located on a post and at a distance which meets the applicable code requirements. A sign or label shall be provided and installed identifying the switch as an emergency shut-off switch. Provide and install the necessary electrical grounding required for the tank and dispensing system. 5. DELIVERY AND INSTALLATION -- The tank, fuel dispensing system, and all other equipment required for the marine service station shall be delivered and off loaded to the Owyhee Resort is located at Owyhee Reservoir, approximately 35 miles southwest of Nyssa, Oregon and about three miles south of Owyhee Dam. The tank, fuel dispensing system, and all other equipment shall be installed at the site designated by an authorized representative of the bor in accordance with these specifications and any applicable codes.The completed fully functional marine service station will be inspected and tested by a representative of the Bureau of Reclamation for acceptance. Required delivery date will be on or before 5/21/99. Clause 52.212-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-18, and 52.225-21 with Alternate 1. Offerors are to include a completed copy of the provision at 52.212-3, Offer Representations and Certifications -- Commercial Items (JAN 97)with the RFQ.
