The Office of the Comptroller of the Currency (OCC) intends to issue a Request for Proposal (RFP) for the acquisition, maintenance, and maintenance support services of commercial off the shelf (COTS) software capable of assisting the OCC Bank Examiners with evaluating national banks' compliance with the CRA. The Standard Industrial Code (SIC) for this acquisition is 7372 with a small business standard of $18.0 million. This requirement will be solicited as a Small Business Set-Aside in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items. The COTS software shall be a standalone, Windows compatible application capable of running on a microcomputer (i.e. laptop or desktop computer). All OCC microcomputers utilize the Windows 95 operating system and examiners typically use the Microsoft Office 97 suite of applications. The software shall be modular in structure and shall be designed using professional relational database management system (DBMS) techniques. The software shall allow a bank examiner to import data into the DBMS tables. Imported data may include mortgage (HMDA) data, small business, small farm, and consumer loan data. Any contract awarded as a result of the solicitation will be fixed priced, indefinite quantity and will include a base period and 4 option periods.
