The Naval Undersea Warfare Center, Division Newport, intends to award a purchase order on a Sole Source basis to Software Emancipation Technology, Inc., 15 Third Avenue, Burlington, MA, for Discover Software. Software includes: 0001 Developer Seats, 4 each; 0002 User Developer Training, 1 each; 0003 Project Leader Seat, 1 each; 0004 Architect Seat, 1 each; 0005 Architect User and Admin Training, 1 each; 0006 Model Analysis and Setup, 1 each; 0007 Model Build (up to 500,000 lines of Code), 1 each; 0008 CM Integration, 1 each; 0009 Software Maintenance, 1 year. Standard Industrial Code (SIC) is 7371. The Government plans to issue a request for quote to Software Emancipation Technology, Inc. using Simplified Acquisition Procedures (SAP). This action is being processed on a Sole Source basis because NUWCDIVNPT has determined the Discover Software is the only tool that can: electronically re-engineer almost one million lines of undocumented "C" code and accommodate the language that the Sensor Performance Prediction Functional Segment (SPPFS) software product will utilize; correctly model the software; and provide the level of detail that would allow for success on the SPPFS product.
