SUBJECT: RENTAL OF A CONFERENCE CENTER, EQUIPMENT, DISPLAYS AND
EXHIBITS, AND CONFERENCE MANAGEMENT -- DIVISION OF ENERGY AND MINERALS

combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This CBD announcement is for
Solicitation Number BIA-WBC-99-006 and is issued as a Request for
Proposal (RFP). The specific requirements to fulfill this Solicitation
are as follows: (1) Rental of a facility/conference center for dates
May 15, 24, 26, and 27, 1999, and possessing a capacity at or above 500
persons. (2) The minimum acceptable size of the facility shall require
it to have a minimum of four classrooms which shall possess the
capacity to comfortably accommodate 150 persons per room for classes.
The facility shall possess an area that is a minimum of 9,000 square
feet of secure and continuous space for the conference and displays.
The 9,000 square feet shall be contained in a one-room area, not rooms
divided by partitions to create a 9,000 square foot space. Conference
rooms will not be contingent upon guaranteed rooms. Any vendors
proposal which links conference rooms and costs to a specific number of
guaranteed rooms for the participants shall be deemed non-responsive.
The display area must be capable of handling a minimum of 40 display
booths which will be 10 feet by 10 feet in dimension for each!! (3)
Pipe and drape shall be provided for aminimum of 40 exhibits and
displayed with dimensions listed above!! (4) The successful vendor
shall be required to provide A/V Equipment (35 MM slide projects,
Wireless Remote, Hot Shot Modual Projector, large screens, Mixer,
Lavalier NC, Laser Pointer, High Intensity Overhead Projector, Podium,
Mike, and additional equipment associated with the holding of a
conference!! (5) The successful vendor shall be required to provide
Conference Management that will include, but not be limited to
coordination of all registration (both pre and on-site), confirmation
packets (including campus maps, area maps, dining guides, parking
passes), registration packets (pocket folders including participants
lists, evaluation forms), nametags, conference signage, room set-ups,
exhibit coordination and rental of booths, exhibit security, and
additional telephones for the center. The successful vendor shall be
required at a minimum to provide three individuals for one month and
two additional individuals for two weeks who shall bededicated to the
Conference Evaluation of RFP's shall be in conformance with FAR
52.212-2 Evaluation Commercial Items, and the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, past performance and price. Pursuant to FAR 12.603,
Streamlined Solicitation for Commercial Items, all offerors shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its offer.
In addition, to the FAR 52.212-4, Contracts Terms and Conditions, is
applicable to this solicitation and the resultant contract: This
solicitation shall result in a Firm-Fixed Price Contract and no
Advanced Payment shall be authorized. Qualified American Indian
contractors will be given priority consideration in accordance with the
Buy Indian Act (25 U.S. C. 47 as implemented by 20 BIAM2. Responses
