919/541-0635 The U.S. Environmental Protection Agency (EPA) intends to
negotiate sole source with Trinity Consultants, & 79 TW Alexander
Drive, 4201 Building, Suite 207, Research Triangle Park, NC 27709 to
modify EPA's Environmental Monitoring for Public Access and Community
Tracking (EMPACT) program project entitled "Technical Assistance to
Contra County, CA Community Air Toxics Monitoring". The Trinity
Consultants Suite of Air Dispersion Models are being use by Costa Conta
County to model source emissions and dispersion from facilities located
in their county. EPA has a need to modify these models to provide
specialized set up for source characteristics, terrain characteristics,
and meteorology for best performance in Contra Costa County. Also,
these modification must be completed in a way that will support the
integration of real-time modeling with monitoring. It is time critical
that the modification are completed and available for application in
support of a field measurement study to begin in September 1999. EPA
believes Trinity Consultants is the only vendor capable of satisfying
the modifications requirements stated above. Only Trinity Consultants
can modify their proprietary source code to meet the needs of the
EMPACT project. The period of performance is expected to be from
Effective date of award through August 15, 1999. No Solicitation is
available. All interested parties who believe they can provide the
required services should fully explain their capabilities and in
writing within 15 days of the date of this announcement. The intent of
this synopsis is to determine if any sources (s) exist and, therefore,
no RFP is available. Consequently, any response(s) failing to provide
the aforementioned data but instead choosing to merely submit a routine
letter requesting a copy of the RFP will be ignored. Submit response to
