a Request for Offer (RFO) 5-05206-503 for performing a study to
investigate an inexpensive and reliable method of producing
elecrostatically clean spacecraft solar panels for the Magnetospheric
Multi-Scale (MMS) and Global Electrodynamics (GED) Solar Arrays. This
work will also require the production of a qualification panel and
prototype panel. This procurement will be set aside for small
businesses (See Note 1) under the NASA MidRange Procurement Procedures.
The Government does not intend to acquire a commercial item using FAR
Part 12 (See Note 26). The Standard Industrial classification (SIC)
Code and size standard are 8731 and 1,000 employees, respectively. The
DPAS Rating for this procurement is A7. The provisions and clauses in
the RFO and model contract are those in effect through FAC 97-10. The
resulting contract will be firm fixed price and is limited to a budget
cap of $300,000. All qualified responsible sources may submit an offer
which shall be considered by the agency. The offers must conform to
the RFO instructions and be received by the closing date specified in
the RFO. The anticipated release date of the RFO is on or about May 3,
1999, with an anticipated offer due date of on or about June 3, 1999.
The firm date for receipt of offers will be stated in the RFO. An
ombudsman has been appointed -- See Internet Note "B" as explained
under NASA-Specific Numbered Notes. The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0,
PowerPoint 4.0) format and will reside on a World Wide Web (WWW)
server, which may be accessed using a WWW browser application. The WWW
address, or URL of the NASA/GSFC Business Opportunities home page is
http://procurement.nasa.gov/EPS/GSFC/class.html. Prospective offerors
shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site and/or the CBD for the
release of the solicitation and amendments (if any). Potential offerors
