Metropolitan Area Transit Authority (WMATA) is seeking 'Expressions of
Interest' for an environmental engineering consultant to support the
Authority's environmental compliance programs at its Metrobus and
Metrorail facilities for FY 2000 and beyond. The consultant will
provide specialized engineering and technical services in the following
areas: (1) environmental site investigations and assessments, well
monitoring, corrective action plan preparation, remediation system
designs, installations, construction oversight and startup services,
and the operation, maintenance and upgrade of remediation systems
through closure; (2) preparation of permits and other documentation for
federal, state, and local environmental regulatory authorities for
storm water discharges, sanitary sewer discharges, non-hazardous and
hazardous waste disposal, hazardous materials use and storage, air
emission permits and for others as required; (3) design, installation,
construction oversight, startup, testing andevaluation of wastewater
pretreatment, storm water management, air emission controls and other
pollution control systems; (4) aboveground and underground storage tank
systems design, regulatory compliance, operation and maintenance; (5)
asbestos management; (6) pollution prevention including testing and
evaluating alternative products and processes, identifying recycling
opportunities, and conducting pollution prevention opportunity surveys
for various support activities throughout the Authority; (7) remedial
response assistance and engineering support for environmental
emergencies (such as spills) at Metrobus and Metrorail facilities; (8)
technical support to update consolidated plans to address requirements
for: spill prevention, control, and countermeasure plans; hazardous
waste contingency plans; and storm water pollution prevention plans,
and environmental regulatory compliance audits; (9) environmental
information systems, and (10) other environmental matters necessary to
support operating rail and bussystems in several jurisdictions. The
contract term will be one year with four one-year options for contract
extensions. Experience in environmental engineering support and
compliance for complex operating rail and bus systems is required with
the following selection criteria applicable: (1)demonstrated
specialized project experience and technical expertise in the listed
technical areas (listed above) at operating rail and bus systems; (2)
experienced technical staff to accomplish the task orders issued by
WMATA pursuant to this contract; (3) demonstrated ability to perform
various task orders as issued in a timely manner to adhere to the
Authority's schedule, (4) past performance on contracts with transit
authorities and similar entities for consultant work of the nature
required under this contract; and, (5) location in the general
geographic area of the WMATA transit system or ability to provide a
local office to demonstrate responsiveness and knowledge of the overall
Metro transit system and environmental requirements of participating
jurisdictions. The duration of the contract will be from July 1, 1999
to June 30, 2000 with four yearly options to extend based on
satisfactory performance and availability of funds. Consultant shall
comply with E.O. No. 11246 and DBE participation goals of 36%.
