DESC: The Bureau of Indian Affairs (BIA), has a need for up to three (3) INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACT FOR PLANNING, DESIGN AND CONSTRUCTION PHASE SERVICES, including inspection, for geographic locations in Arizona, California, Nevada and Utah. The contract will be for a period one year from the date of award with four (4) option years. Responding firms shall be experienced in alternation, repair and/or new construction of schools, detention centers, quarters, offices and related buildings and structures. All services shall comply with applicable requirements of NEPA, UBC, EPA, Uniform Federal Accessibility standards and other applicable Federal, State, tribal and local health and safety standards. This solicitation is limited to Architectural-Engineering (A&E) firms who are qualified as 51% Indian-owned firms as defined by the "Buy-Indian Act", 25 U.S.C. sub-section 47 and 20 BIAM 2.1. Firms responding as a Joint-Venture entity must be at least 51% Indian owned. Selectionof qualified Buy-Indian A&E and/or joint venture firms will be based on the evaluation criteria categories below. RESPONSES MUST BE FULLY DOCUMENTED. Firms seeking consideration for award shall have demonstrated professional qualifications and capabilities for the performance of the following services: General: Firms and firm's consultants shall be in full compliance with licensing requirements and shall be currently permitted to practice the profession of architecture or engineering in the state of residency or incorporation. Firms must have ability to produce AutoCAD designs for all architectural and engineering disciplines, including environmental engineering. (1) Pre-design services consisting of facilities planning, needs assessments, feasibility studies, existing facilities surveys, site analysis and project validations. (2) Design services consisting of the schematic and design development services and preparation of construction documents including detailed cost estimates. (3) Construction phase services consisting of (a) construction contract administration (reviews of shop drawings, samples, payment requests, change orders, operation and maintenance manuals etc.) (4) Inspections (periodic and full and/or part-time on site inspection services). (5) Environmental engineering services in accordance with 40 Code of Federal Regulations (CFR), Protection of Environment, such as environmental assessments, asbestos AHERA inspection and re-inspections and abatement design services and other related engineering services. (6) Additional services such as facilities related geologic-technical investigations, topographic, boundary, legal and utilities surveys. Selection of firms to perform the required services will be based on the firms qualifications based on the following criteria listed in the order of importance. (1) 25% Past performance on contracts with Government agencies and private industry in terms of cost controls, quality of work and compliance with performance schedules. (2) 25% Experience and qualifications of Key Personnel including specialized technical skills, project coordination/management skills and experience in working together as a team including subcontractors, if any. (3) 25% Specialized experience and technical competence of the firm in type of services required. The owner(s) of the 51`% Indian-owned firm shall have a minimum of five (5) years experience in a position of responsibility in the profession of Architectural or Engineering. (4) 25% Specialized experience and technical competence of the consultant firms in type of services required. The owner(s) of a 51% Indian-owned firm shall have a minimum of five (5) years experience in a position of responsibility in the profession of Architectural or Engineering. Interested firms that meet the qualifications are to respond with SF-254 and SF-255 to be considered for resulting contracts and submit NLT 30 calendar days after the date this announcements. Each task order shall not exceed $250,000 and the total contract limit shall not exceed $500,000 per fiscal year. Option years will be based on the availability of funds. Each IDIQ contract will have a minimum value of $1,500 payable at the end of each calendar year from the date of award. If no task orders are issued against the IQIQ contract. Responding firms are required to clearly identify tasks to be performed in-house and those to be subcontracted. Those qualified Indian-owned A-E firms joint ventures meeting the stated limitations and having the capability and qualifications to perform the services described in this announcement are invited to respond by submitting with original signature the following to, Gerald Knox, Contract Specialist, BIA, Branch of Acquisition, P.O. Box 10, Phoenix, AZ 85001, to be received by close of business, June 4, 1999: (i) a letter of intent: (ii) a completed current Representation Declaration form, for the submitting firm; (iii) response to the criteria listed in this solicitation (not to exceed 25 pages; (iv) a completed, current SF-254; (v) a completed SF-255: and (vi) a completed Procurement Integrity form by the submitting firm. Firms must submit all the above, i through vi, administrative requirements or be determined as non-responsive. Telegraphic and facsimile SF 255's are not accepted. Site visits will not be arranged during the submission period. All SF's 254 and 255 are considered current if dated and signed not more than one year from the month of this notice. No other general notifications will be made and no further action is required from firms under consideration. This is not an RFP. This is an Indian economic enterprise set-aside.
