Request for Qualifications (SF 254s & SF 255s) are due on or about May
17, 1999. This synopsis will be published on or about April 15, 1999.

Perry, 202-622-0797. The Department of the Treasury announces an
opportunity for Architect-Engineering (A-E) Term Contract Services at
the Main Treasury and Annex Buildings, Washington, DC. Treasury
contemplates the issuance of a firm fixed price, indefinite delivery,
indefinite quantity contract for Architect/Engineering (A-E) Services
for Main Treasury Building (1500 Pennsylvania Ave, NW) and the Treasury
Annex Building (Pennsylvania at Madison Place, NW), Washington, DC.
Services, to include but not limited to the delivery of surveys,
studies, drawings, review of independent cost estimates, CPM
scheduling, review of construction document submittals, review of A-E
cost estimates, project scope management and other data to be provided
on an indefinite delivery, indefinite quantity, delivery order basis.
The term of the contract shall be for a period not exceeding five
years from date of contract award. The A/E shall be required to assign,
as needed, a team with significant historic preservation experience on
buildings of similar size and character consisting of architectural,
civil, structural, mechanical and electrical designers; cost
estimators; CPM analysts; field engineers; field support staff;
industrial hygienists, construction supervisors; construction
superintendents; testing engineers/technicians; and other disciplines.
Firm and its consultants shall be required to qualify for access into
the Main Treasury and Annex Buildings and will be required to submit
the necessary background information for security clearances to all
building locations. To qualify for access to the Main Building, the
firm(s) must not be under foreign ownership, control or influence;
principals shall be citizens of the United States. Architect-Engineer
firms which meet the requirementsdescribed in this announcement are
invited to submit: (1) a Standard Form 254, Architect-Engineer and
Related Services Questionnaire, (2) a Standard Form 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, and (3) any requested supplemental data to the procurement
office shown. Firms having a current Standard Form 254 on file with the
TBARR Program Office are not required to register this form. Firms
desiring to register for consideration for future projects administered
by the Program office (subject to specific requirements for individual
projects) are encouraged to submit annually, a statement of
qualifications and performance data, utilizing Standard Form 254,
Architect-Engineer and Related Services Questionnaire. Firms responding
to this announcement before the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirements listed. Following an initial evaluation of the
qualification and performance data submitted, three or more firms that
are considered to be the most highly qualified to provide the type of
services required, will be chosen for negotiation. Selection of firms
for negotiation shall be made through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) professional capabilities; (2) specialized experience
and technical competence, as required; (3) capacity to accomplish the
work in the required time; (4) past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; (5) geographical location and knowledge of the
locality of the project, provided that application of the criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project; (6) any other special qualification required under
this announcement by the contracting activity. IN ADDRESSING EACH OF
THE INDIVIDUAL ELEMENTS, the A-E Firm shall submit 8X10 graphics
(maximum of three per project) and a typewritten description (maximum
of one page per project) of projects completed within the past ten (10)
years. Each project description shall show the size of the project, how
the project addresses the qualification requirements, and a
point-of-contact familiar with the project. Three projects shall
demonstrate architectural and historical preservation accomplishments.
These projects shall be comparable sized building of at least 100
years in age. Two projects shall demonstrate electrical, two projects
shall demonstrate mechanical engineering accomplishments and two shall
demonstrate plumbing systems. The same project may be used to
demonstrate more than one area of expertise. The narrative shall
address the design approach and salient features on each project
including tangible evidence where possible, i.e., certificates, awards,
peer recognition, etc. demonstrating design excellence and discuss how
the clients design preservation/constraints were satisfied by the
design. The entire project TEAM, including the A-E Firm selected, its
designated lead designers, and ALL consultants who will work on the
project will be evaluated. Standard Forms 254 and 255's shall reflect
the entire Project TEAM. The Government will allow sufficient time for
the A-E Firm to establish the teams and prepare for interviews. The
A-E Design Firm SHALL have, or SHALL ESTABLISH within 30 days after the
award of the contract, an active production office within the
Washington/Baltimore Metropolitan Area. The government will not allow
payment for travel,living expenses, computer-time or hookups for the
prime or the consultants. In developing the project team required, the
A-E firms are advised that at least 65% of the level of contract
effort must be performed in the Washington/Baltimore Metropolitan Area,
excluding speciality consultants. If the A-E Firm is comprised of a
partnership, corporation, joint venture or other legal entity permitted
by law to practice architecture or engineering, a complete description
of the proposed internal responsibilities of the components, shall be
included in its submittals. Firms having the capabilities to perform
the services described in this announcement are invited to respond by
submitting completed SF-254s and SF-255s along with a cover letter and
other requested data TO: Department of the Treasury, Departmental
Offices, Attention: Dwight Stephens, TBARR Program Office (Room 3064),
1500 Pennsylvania Avenue, NW, Washington, DC 20220, by 3:30 PM local
time on May 17, 1999. The following information shall be on the outside
of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, 3)
Closing Time. Late responses are subject to FAR Provision 52.215.10. In
Block 8 of the SF-254 specify only current W-2 payroll (non-contract)
personnel of each firm. In Block 10 of the SF-255, the A-E Firm SHALL
respond to the EVALUATION CRITERIA stated in the CBD announcement. In
BLOCK 11of the SF-255, the A-E Firm SHALL sign, name, title and date
the submittal. This procurement is restricted to small businesses. The
Standard Industrial Classification (SIC) Code for this procurement is
8712 -- Architectural Services and the size standard (in the number of
employees or millions of dollars) is $2.5 million. This is not a
