Nancy Kennamer, 512-326-6242 The Department of Veterans Affairs (DVA)
intends to purchase from Eclipsys Corporation the Eclipsys Revenue
Management System using commercial acquisition procedures. The DVA
requires a seamless application that will provide integration of
specific facility revenue information both received and projected into
the Computer Corporation of America model 204 database (CCA 204) from
the Transition II Decision Support System (DSS), which DVA has
installed in all of its' Medical Centers. This system is installed on
an IBM G5 and runs on the OS390 operating system. The current
application programs of Transition II contain a sophisticated cost
accounting system, which will be integrated with revenue data to
calculate net revenue, within the Resource Management System
Application. Specific technical requirements include: a) Integration
with the Eclipsys Transition II application which uses the Model 204
database; b) Utilization of information from DVA VISTA system, which
will provide data for receipts. Functional Requirements include: a)
Using patient level demographic and utilization data already existing
on the DSS database for each patient encounter, VA Medical Center's
will be able to analyze utilization, cost, profitability, case mix, and
historical trends; b) Ability to calculate and explain expected
payments based on contract terms. Contract terms will be entered into
the application that will evaluate patient encounter level data
presently stored in the database to calculate expected payments or
revenue. The application must be able to address multiple contract
modeling methodologies in order to accurately estimate patient revenue.
Such methodologies include but are not exclusive to Medicare and Other
Diagnostic Related Groups, payments per unit and per discharge,
allowable reimbursement, table based payment formulae, early pay
discounts, and stop loss provisions; c) Compare actual to expected
payments. Posting actual receipts and comparing those to the expected
payments provide the site with the means to determine whether they have
maximized their revenue intake; d) Create a means to follow up on
underpayments. Taking the expected reimbursement information modeled by
the application, the payments and other adjustment transactions
processed for each encounter, the application must produce adjudication
letters that explain any differences in the reimbursement; e) Model
proposed contract changes and the impact on cost, utilization,
profitability, and case mix; f)Monitor contracts on continuous basis.
By storing this information in the DSS database, sites will be able to
analyze the impact of the contract on the hospital's profitability.
This software to be purchased must be complete and available to the
market as of the date of this entry in the Commerce Business Daily. It
is anticipated that a 1-year fixed price contract will be awarded with
a 1-year option. All responses from responsible sources will be
considered. Responses must include sufficient documentation to allow
this office to evaluate the possibility of your firm to submit a valid
proposal. The determination to open competition based on responses
received is solely within the discretion of the Government. If a
solicitation is issued, no additional synopsis will be published. All
responses must be submitted in writing within 5 calendar days of
