PRESOLICITATION NOTICE: Period of performance is estimated 15 Jul 2000
-- 30 Sep 2000. Five one-year options may be awarded. SIC 7376, Size
Standard is $18,000,000.00. This acquisition is a Small Business
Set-Aside. Only companies, including their affiliates, with an average
annual receipt of $18,000,000.00 or less during the last three (3)
completed fiscal years are considered small. An award will be made
using Two-Step Sealed Bidding procedures in accordance with FAR 14.5.
Under Step 1, offerors are to submit a technical proposal only. Price
or cost estimates are NOT included in Step 1. An Invitation for Bid
will be issued under Step 2 to those firms whose technical proposals
have been determined to be acceptable. The Request for Technical
Proposal (RFTP) and Performance Work Statement (PWS) will be posted on
the ASC PreAward Information Exchange System (PIXS) at
Wright-Patterson Air Force Base, Ohio (http:www.pixs.wpafb.af.mil).
This procurement is part of a Government cost comparison to determine
whether accomplishing the specified work under contract or by
government performance is more economical. The offeror with the lowest
bid will be compared to the Government bid, and award will be made to
the bidder whose offer is the most advantageous to the Government. If
the Government is determined to be the most advantageous offeror, the
solicitation will be canceled and award will be made to the
Government. This acquisition includes the following key areas: computer
systems/networks, video teleconferencing systems, information
management services, communication center services, and multimedia
services. Specific efforts include local area networks, the WPAFB
Metropolitan Area Network (MAN), client/server integration and
operations and maintenance; and operation of a service and/or help desk
to process requirements, tracking and trouble reporting for all
services offered. Services will include: (1) software deployment and
network implementation; (2) operational support (i.e., user support,
helpdesk, fieldservice, product support, training, and system
security); (3) communication support (i.e., operations management,
communication maintenance and enhancements which include data and
video); and (4) managerial support (i.e., project management, quality
improvement, and configuration management). The overall life cycle
functions done to support the systems and services include managing,
planning, programming, designing, acquiring, operating, maintaining,
and disposing in compliance with Department of Defense, Air Force and
WPAFB architecture and standards. There are a total of 315 government
authorizations in the study and 62 Contracted Man-year Equivalents
(CME's). The RFTP will be issued on 21 May 1999 on PIXS (see address
above). NO HARD COPIES WILL BE SENT. All responsible Small Business
