202-502-1339 The Administrative Office of the U.S. Courts is soliciting
offers for a multiple award contract to provide services in the
Mid-Atlantic, Southeast Sunbelt, Southwest and Midwest regions for a
basic requirement to conduct comprehensive court building and site
condition assessments(for court buildings under and over 250,000
occupiable square feet) and the development of On-site Management Plans
and Five-year Operating Budgets for the assessed court buildings. These
assessments are mandatory for the courts to seek the authority to
manage their courthouse through a delegation of authority for real
property operations from the General Services Administration. To
support those courts that are eligible under the GSA program, the
solicitation will require optional offers for facilities management
services for buildings in each of the four regions listed above;
operation and maintenance services for buildings in each of the four
regions listed above; janitorial and related services for buildings in
each of the four regions listed above; and floor plan update, repair
and alteration services for buildings in each of the four regions
listed above. The basic awards will consist of building and site
condition assessments and the development of on-site management plans
and five year operating budgets for at minimum one court building in
each of the four listed regions. In addition to the basic requirement
in each region, there are potentially over twenty additonal court
buildings that may require one or more basic and optional requirements.
This solicitation has two minimum mandatory requirements of a corporate
real estate portfolio of at minimum 1,750,000 Building Owners and
Managers Association (BOMA) rentable square feet (with exterior and
interior color photographs taken within the last 5 years) of
commercial, federal or state Class A office buildings and at minimum
two single buildings that each have 3000,000 BOMA rentable square feet
and are each ranked by BOMA as Class A office buildings with high
ranking prestigious tenants & visitors (for example tenants are
corporate headquarters, associations, law firms, federal or state
agency headquarters) and at minimum five years recent experience during
the past ten years in providing facilities and asset management
services, for two or more comparable Class A office building in a
Central Business district (as defined in Federal Property Management
Regulation 41, Chapter 101, Buildings and Space, 17.002, Basic Policy).
Offerors who do not meet these requirement will not be considered for
award. The solicitation document will be issued on or about June 1,
