R -- SOLE SOURCE: TECHNICAL DESIGN SERVICES OF A CONDUCTIVE POLYMER BASED NOSE FOR LANDMINE DETECTION DUE 052899 POC JEFF BALDWIN E-MAIL: jbaldwin@natick-notes02.army.mil SOLE SOURCE: The Defense Advanced Research Projects Agency, as represented by the U.S. Army Soldier and Biological Chemical Command, has a specific requirement for an increase in scope for the unique technical/design services of the California Institute of Technology (CalTech) team which includes Charles Stark Draper Laboratory and Cyrano Sciences, Inc. under contract DAAK60-97-K-9503. These services are required over a period of seventeen (17) months. This increase in scope is required in support of CalTech's ongoing study of A Conductive Polymer Based Nose For Landmine Detection being conducted by the Department of Defense. To this end, the DoD requires the benefit of CalTech's team design expertise and understanding of the field-portable landmine detection sensor device. In addition, based upon the unique expertise of the CalTech team in the systems engineering and demonstration of similar highly sensitive detection sensor systems, no other firm or individual would be capable of meeting the DoD requirements.
